DEFINITION

 

Direct, manage, supervise and coordinate department programs and operations of the Information Technology (IT) Department, including geographic information systems (GIS), infrastructure and security, application development, public safety, business operations and customer support; coordinate assigned IT systems with other divisions, departments and outside agencies; provide highly responsible and complex support to the IT Director.

Receives administrative direction from the IT Director.

 

Exercises direct supervision over supervisory, professional, and technical staff.

 

PRIMARY DUTIES--The following are examples of primary duties assigned to positions in this classification. Other related duties and responsibilities may be assigned.

 

1.  Plan, direct, coordinate and review the work plan for assigned IT supervisors, support specialists and assigned staff; assign work activities, projects and programs; review and evaluate work products, methods and procedures; meet with supervisors to identify and resolve problems.

 

2.  Oversee the preparation, maintenance, and implementation of a City-wide IT systems portfolio including continuity of operations; develop and implement improvement strategies for assigned areas; maintain IT standards in the development of enterprise systems, infrastructure, cybersecurity, and digital service delivery.

 

3.  Direct the IT Department’s procurement and asset management; assist in the development and administration of the department's annual budget; participate in the forecast of funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; implement adjustments.

 

4.  Develop, implement and manage IT initiatives, policies, and procedures for assigned areas in support of the City's Strategic Plan; direct the implementation of operational efficiency.

 

5.  Evaluate and recommend proposals for new or enhanced software, equipment, and new technology; assist with and perform system analysis and design studies for new requested systems and programs; plan and supervise implementation of new or modified software and hardware systems.

 

6.  Collaborate with department directors, City leadership, and external partners to ensure alignment of technology strategy with organizational objectives.

 

7.  Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within departmental policy, appropriate service and staffing levels. 

 

8.  Participate on and provide staff support to a variety of boards, commissions and committees; prepare and present staff reports and other necessary correspondence; attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of IT program development and implementation.

 

9.  Serve as IT Director in their absence; provide responsible staff assistance and technical expertise to the IT Director; coordinate with IT Director to set project goals and priorities; develop and enforce consistent policies for technology use.

 

10.  Safeguard critical, sensitive and confidential communication.

 

11.  Perform other duties of a similar nature or level.

Knowledge of:

GIS, communications, security, networks, internet, intranet, network infrastructure, data management.

Principles and practices of IT program development, administration, and project management.

IT service management frameworks and cybersecurity standards.

Computer science theory, principles, and practices.

Concepts, methods and techniques of developing and implementing new IT systems.

Experience and Training Guidelines

Minimum Requirements:

 

 Experience:

 

 Five (5) years of increasingly responsible IT systems administration experience including two (2) years of administrative and supervisory responsibility.

 

 

 

 

 

 

 Training:

 

 Equivalent to a Bachelor’s degree from an accredited college or university with major course work in computer science, IT systems or a related field.

 

Other combinations of experience and education that meet the minimum requirements may be substituted.

 

License or Certificate

 

Possession of, or ability to obtain, City of Grand Junction Leadership Track certification within two (2) years of appointment.
