DEFINITION:
Lead, oversee and participate in all phases of assigned crew activities including the cleaning, installation, maintenance, and reconstruction of streets, facilities, storm drainage, collection of residential and commercial refuse, sewer systems, and/or related systems depending on area of assignment; perform the more difficult and complex duties; respond to inquiries from the public; perform a variety of technical and administrative tasks relative to assigned area of responsibility.

SUPERVISIONS RECEIVED AND EXERCISED
Receives direction from Operations and Maintenance Supervisor.
Exercises lead supervision over assigned staff.
PRIMARY DUTIES --The following are examples of primary duties assigned to positions in this classification. Other related duties and responsibilities may be assigned.
1. Perform lead worker functions of staff including assigning and reviewing daily work; provide input to performance evaluations, train other employees, and act as a resource to staff; serve as supervisor when supervisor is absent.
2. Respond to inquiries, concerns, and complaints from other staff and the general public; instigate causes and resolve issues in an efficient manner.
3. Participate in the selection of assigned staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
4. Ensure work is completed safely, efficiently, and in accordance with city standards
5. Perform other duties of a similar nature or level.
When Assigned to Solid Waste Operations:
1. Operate a variety of equipment including sideload, frontload, and rear load refuse collection vehicles to collect contained refuse on designated route; operate controls to empty trash bins into vehicle.
2. Manage the construction, painting, and welding of dumpsters and refuse containers, coordinating the distribution and replacement of containers, and maintaining accurate inventory records.
3. Operate a variety of residential and commercial routes; provide training and support to crew members; uphold safety and customer service standards.
4. Coordinate resources and schedules; ensure efficient, reliable, and responsive solid waste services are provided throughout the City.
When Assigned to Projects and Operations:
1. Operate a variety of equipment including dump trucks, loaders, skid loaders, backhoes, excavator, chip spreader, distributor truck, tractors, motor grader, street sweeper, high velocity jet flusher and vacuum truck equipment, and grounds keeping equipment.
2. Coordinate resources and schedules, ensure compliance with regulations and design specifications, and establish proper traffic control for work zones; maintain accurate records, update system maps, and prepare reports.
3. Perform and direct the inspection, cleaning, and repair of stormwater infrastructure such as storm drains, catch basins, culverts, and detention ponds using specialized equipment like vacuum trucks and hydro-excavators.
4. Coordinate and perform community initiatives, crack filling, patching, sidewalk grinding, concrete and asphalt paving, chip seal operations, and alley grading.
5. Respond to emergencies and weather-related incidents during or after regular hours; respond to drainage complaints, flooding, and erosion issues, identify causes and implementing solutions.

Experience and Training Guidelines
Minimum Requirements:
Experience:
Three (3) years of increasingly responsible experience relative to assigned area of responsibility.
Training:
High School Diploma or G.E.D.
Other combinations of experience and education that meet the minimum requirements may be substituted.
License or Certificate
Some assignments may require the ability to obtain certifications specific to area of assignment.
Possession of a valid Colorado commercial driver's license.
When assigned to Projects and Operations, possession of a Colorado Class “A” commercial driver’s license.
When assigned to Solid Waste possession of a valid Colorado Class “B” commercial driver’s license with an air brake endorsement.
Possession of, or ability to obtain, the City of Grand Junction Leadership Track certification within two (2) years of appointment.

Heavy Work: Exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects.
The following physical activities are very or extremely important in accomplishing the job's purpose and are performed daily:
Position requires hearing, talking, sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movements. The position requires both near and far vision for inspecting work and operating assigned equipment. Lifting, carrying and pushing tools, equipment and supplies weighing 50 pounds or more is also required. Materials and chemicals may expose the employee to fumes, dust and air contaminants. Job may require work in confined spaces. The nature of the work also requires the incumbent to climb ladders, use power and noise producing tools and equipment, and work in heavy vehicle traffic conditions. The employee regularly works in outside weather conditions, near moving mechanical parts. The employee is frequently exposed to wet or humid conditions, vibration and street traffic. The employee is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, and risk of electrical shock. The noise level in the work environment is frequently loud.
