ESTABLISHING 1994 FEES AND CHARGES POLICY FOR
THE GRAND JUNCTION PARKS AND RECREATION DEPARTMENT

That the fees and charges policy is hereinafter set forth be those for the Parks and Recreation Department for 1994.

INTRODUCTION
The City of Grand Junction Parks and Recreation Department has the responsibility to establish a policy for recovering costs for using the City's areas and facilities and taking part in various recreation programs. This policy is meant to be a guide to the Administration, Parks and Recreation Advisory Board and the City Council, in developing a fair and consistent fee schedule.
AUTHORITY
The authority to establish appropriate fees on an annual basis rests with the City Council. The Parks and Recreation Advisory Board shall act in an advisory capacity to the Parks and Recreation Department and to the City Council in the establishment of such a fee policy and the setting of fees by various categories.
FACILITATION
The Parks and Recreation Department shall develop and recommend for all appropriate uses of its facilities and participation in various recreation programs. The fees will be reviewed annually by staff, Parks and Recreation Advisory Board and ultimately approved by the City Council with the adoption of each annual budget.
PURPOSE OF POLICY
The policy is intended to establish a standardized approach to assessing fees for residents and nonresidents; for the use of City facilities; for determining which user groups should pay at what percentage; to keep all fees at a fair market level in order to encourage participation; to strive for a high degree of cost recovery; and to lessen the burden on the City tax payer.
CITY DISCOUNT POLICY
Persons who reside inside the corporate city limits of the City of Grand Junction are offered a discounted resident rate for recreation programs, season tickets, punch cards and season passes.
A resident discount of 20% in 1994 and 23% in 1995 will apply to recreation classes/programs, season passes/punch cards for Lincoln Park-Moyer Pool, adult team player fees, season tickets for Lincoln Park Golf Course and Tiara Rado Golf Courses.
CITY DISCOUNT POLICY CONTINUED
A resident discount does not apply to daily golf and pool fees, special events, stadium, cemetery, Two Rivers Convention Center, and the Lincoln Park Auditorium. All fees at the Orchard Mesa Community Center Pool are discounted because of the City-County joint funding.
Note: All fees will be rounded to the nearest nickel.
THREE CATEGORIES OF COST RECOVERY
1. MINIMAL COST RECOVERY - small percentage of direct
program costs. Normally 20% fees: range $.25-$5.00.

SPONSORSHIP OF GROUPS
The groups which are cosponsored by our Department are: Mesa County Softball Association, Dolphins Swim Club, Grand Junction Tennis Club, JUCO, Older American Center Incorporated, Lincoln Park and Tiara Rado Golf Clubs, Fourth of July Celebration Committee.
REFUND POLICY
Our intent is to satisfy customers and we want all customers leaving with that feeling. If a patron has a negative experience with a program or facility, please advise the management staff on location immediately. Your account may be credited or a credit voucher issued for future use in other programs or facilities. If a cash refund is desired, a $10.00 processing fee will be deducted per refund and it will be mailed from the administrative offices. NO REFUNDS will be issued for season passes/tickets or punch cards for golf or swimming.
RETURNED CHECK POLICY
There will be a $10.00 service charge on all returned checks.
TRANSFER POLICY
Program transfers are permitted providing space is available.

Adult 18 - 59 years of age

FAMILY DEFINITION
Husband, wife and children, including natural, adopted, foster and stepchildren, living under the same roof.
GOLF RESERVATION POLICY
One tee time for weekends and holidays may be reserved two days in advance, either in person or by telephone. Two tee times may be reserved for week days.
DISCOUNTS FOR GOLF SEASON TICKETS AND PER ROUND FEES
Senior players will receive a 20% discount on season
tickets, and will pay the regular season ticket per round fee. Juniors will receive a 65% discount on season tickets, and a 50% discount off the regular season ticket per round fee.
DISCOUNTS FOR GOLF GREEN FEES
Discounted green fees are available for senior and juniors.
GOLF TOURNAMENT POLICY
Green fees are charged according to the tournament's status (exempt or nonexempt). Prizes and golf carts may be arranged through the pro shop.
GOLF TOURNAMENT GUIDELINES
No tournaments are allowed at Tiara Rado Golf Course during the month of April. This is due to the expected late arrival of irrigation water.
A tournament deposit fee of $100.00 must accompany all requests. For approved tournaments, this deposit will be credited against the total cost of the tournament.
There will be a non-refundable $35.00 tournament fee that must be paid at least 3 days prior to the tournament.
If the event is cancelled due to weather, it will be rescheduled if an alternate date is available. If no date is available, or the group wishes, a refund will be given less prorated use of equipment and holes completed.
Any outside carts and/or equipment, food, beverages, and prizes which have been leased or purchased must be paid for, in full, by the sponsoring group by completion of play.
MID SEASON PURCHASE OF GOLF TICKETS
Golf season tickets may be purchased for half price effective August 15.
EIGHTEEN HOLE RATES FOR TIARA RADO GOLF COURSE
Eighteen hole rates only at Tiara Rado until 3:00 p.m. on weekends and holidays. Applies during months with daylight savings time.
TENNIS COURT USE POLICY
Grand Junction Tennis Club, School District 51, and Mesa State College may use a maximum of 6-8 courts, as approved, without a charge providing the facility is not being used for Parks and Recreation Department programs. Facility swaps are utilized with Mesa State College and School District 51. The Grand Junction Tennis Club contributes monetarily on an annual basis, i.e. contributing balls, nets, straps and funds for facility improvements.
Courts may be reserved by other groups for $15.40 per hour/per court providing the court(s) is/are available.
SWIM CLUBS
An annual fee of $620.00 will be assessed (direct cost only) for the Dolphins use in 1994 and $670.00 for 1995, which would include the 3-day Invitational Meet (Friday at Orchard Mesa Pool, Saturday and Sunday at Lincoln Park-Moyer Pool) and early morning weekday practice sessions. A fee of $650.00 will be assessed for Division I Championship meet in 1994 (all day Friday, Saturday and Sunday at Lincoln Park Pool). A fee of $670.00 will be assessed for the Western Slope Championship Meet in 1995 (Friday afternoon, Saturday and Sunday at Lincoln Park-Moyer Pool). The January Snow Flake meet at Orchard Mesa Pool will be assessed $1.00 per swimmer per day in 1994 and $1.10 per swimmer per day in 1995.
GROUP HOME POOL PASSES
Family pool passes will be sold to group homes.
FREE SWIM DAY
Free admission for individuals 17 and under will be offered on Wednesdays from 9:30-11:45 a.m. and 1:30-4:45 p.m. only at the Lincoln Park-Moyer Swimming Pool. The free day will be good for the pool complex only and will not be valid for the waterslide.
SCHOOL DISTRICT YEAR END PARTIES
Schools may schedule either Lincoln Park-Moyer Pool and/or Waterslide, or Orchard Mesa Pool for end of the year school parties, not to exceed two hours and a minimum of 100 students as availability allows. Students will pay $1.00 for admission or 75 cents if trash has been picked up in a City park (with prior authorization of the Department). Adults admitted into the pool area will pay regular admission. If the water slide is also scheduled, an additional 50 cents will be added to the student fee and regular admission charged for adults.
PUNCH CARDS
The purpose of punch cards is to offer discounted fees to frequent swimmers. The cost of the punch card is based on discounted single admission fees.
PUNCH CARDS AT ORCHARD MESA POOL
A swimmer will be able to purchase an "off season" punch card for the Orchard Mesa Community Center Pool at a rate of 2 for 1, (40 punches instead of 20). The punch card will be valid for the period of time Lincoln Park-Moyer Pool is closed for the season.
MID-SEASON PURCHASE OF POOL PASSES
Swimming pool passes are available July 15th for half of the regular fee.
LINCOLN PARK-MOYER POOL AND SLIDE DISCOUNTED RATES
Daily discounted rates after 5:00 p.m. for pool and slide combined admission will be $3.00 per person. If a patron has a punch card, season pass, or paid a family admission, they may pay $1.50 per person for the waterslide admission.
DOLLAR NIGHT AT ORCHARD MESA POOL
Admission on Friday nights after 5:00 p.m. (all year) will be $1.00 per person.
LOW INCOME FEES
The low income Learn to Swim program fee is $4.05 per child and City residents pay a $3.25 discounted fee at Lincoln Park-Moyer Pool and a $3.25 fee at Orchard Mesa Community Center Pool will be offered during the summer season. The Parks and Recreation Department will administer the program and the Department of Social Services will continue to screen individuals for qualifications. Twenty registrations per each summer morning session will be available at each pool (120 spaces). One registration per person will be accepted for the first five registration days and if space is available after five days, eligible individuals may register for additional sessions. In 1995 the fee is $4.20 and the resident discount fee is $3.25.
SOFTBALL COMPLEX RENTAL CO-SPONSORSHIP FEES
If a group of individuals want to co-host a tournament with the Mesa County Softball Association, they (the individuals) will present a proposal to the Mesa County Softball Association. The Softball Board will then submit the proposal to the Parks and Recreation Staff and Parks and Recreation Advisory Board for final approval.
BARN RENTAL POLICY
Individuals may reserve the Barn for the amount of the deposit, which must be paid one month in advance. Two weeks prior to the event, the balance of the contract must be paid in full. If individuals do not pay the deposit one month prior to the event, it will be listed as tentative and the contract can be cancelled in favor of another booking/event.
If the booking is cancelled after deposit and/or rental fees are paid, a refund will be issued less 25% administrative fee of deposit and/or rental fees.
VOLLEYBALL EQUIPMENT RENTAL POLICY
Individuals may rent volleyball equipment for $5.00 per day and a $20.00 deposit. The equipment must be returned the next business day. If any of the equipment is not returned, or not in an orderly fashion, the $20.00 deposit will not be returned to the individual.
FEES COLLECTED AT CITY PARKS
The greater of ten percent of gross revenue or $100.00 per day, collected in the City parks shall be collected by the Parks and Recreation Department.
Cosponsored activities may request permission to sell novelties, etc. and not be charged ten percent of gross if approval is granted.
WATSON ISLAND USE FEE
Use fee for Watson Island will be $100.00 per day or $50.00 per one-half day, including any set-up or tear-down days that restrict or prohibit use by the general public.
OPEN SPACE FEES
Open space fees of 5% of commercial property and $225.00 per residential dwelling will be charged to developers. An evaluation of other communities policies is in process and we will propose a fee increase in 1995.
