RESOLUTION NO. 40-94

 

 

 CREATING THE GRAND JUNCTION

 PARKS DEVELOPMENT TASK FORCE

 

 

 

 

 WHEREAS, the City of Grand Junction desires to expand and upgrade its parks and recreation system; and

 

 WHEREAS, there is a need in the community for additional parks and recreation amenities; and

 

 WHEREAS, the City Council has chosen parks expansion and development as one of its major goals; and

 

 WHEREAS, the City has recently acquired 150 acres of land for the development of new parks and recreation facilities; and

 

 WHEREAS, the City has adopted a Parks, Recreation and Open Space Master Plan which identifies certain needs and desires; and

 

 WHEREAS, the City desires to receive public input and participation from citizens and parks users concerning the planning and implementation of parks development and expansion; and

 

 WHEREAS, an election will be necessary to accomplish all that is envisioned and the City desires to have this issue before the voters in April 1995; and

 

 WHEREAS, many details and specifics need to be developed and refined before construction can begin; and

 

 NOW, THEREFORE, BE IT RESOLVED BY THE GRAND JUNCTION CITY COUNCIL:

 

 1. The Grand Junction Parks Development Task Force is hereby created.

 

 2. The Parks Board will work with the City Council to appoint members of the Task Force. There shall be a maximum of 25 members on the Task Force.

 

 3. The Parks Development Task Force shall work with the City Council and staff, the Parks Board and citizens of the community to develop a parks development and expansion plan.

 

 4. This plan will address the parks and recreation needs or opportunities of the community, will identify key issues and will propose alternative solutions to these needs.

 

 5. This plan will contain recommendations for improvements to existing parks, additions and upgrades to the City's trail system, and suggestions for the development of new parks and recreation facilities.

 

 6. The Task Force shall develop and follow a detailed citizen participation plan. This plan will identify all of the interests potentially affected by these projects and outline participation methods for these interests.

 

 7. Final recommendations, plans and schedules shall be approved by the City Council

 

 8. The Task Force will conduct its work at the pleasure of the City Council as long as necessary to accomplish its goals.
