On the 17th day of July, 1996, petitions for an annexation election were referred to the City Council of the City of Grand Junction, Colorado, for annexation to said City of the following property situate in Mesa County, Colorado, and described as follows:

The City Council has found and determined that the petition for an annexation election is in substantial compliance with applicable law including the provisions of the Municipal Annexation Act, and a hearing should be held to determine whether or not an election should be held as required under section 31-12-107 C.R.S. and in accordance with 31-12-112 C.R.S.;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAND JUNCTION:
That a hearing will be held on the 21st day of August, 1996, in the City-County Auditorium in City Hall of the City of Grand Junction, Colorado, 250 North 5th Street at 7:30 p.m. for the purpose of determining and finding whether the area proposed to be annexed meets the applicable requirements of 31-12-104 and 31-12-105 C.R.S. and is considered eligible for annexation; and whether an election is required under applicable law including the provisions of the Municipal Annexation Act of 1965.
