RESOLUTION NO. 19-97
A RESOLUTION FUNDING THE WOOD STOVE INCENTIVE
REPLACEMENT FUND
Recitals. The City desires to encourage voluntary compliance with the recently approved wood burning ordinance and concludes that providing some funds to be used to remove ‘dirty’ stoves will assist in this effort. The wood burning ordinance recognized that some citizens of the City use wood as their sole source of heat. The City believes that the purposes of the wood burning ordinance will be furthered if some form of financial assistance is available to those citizens who would not othereise be able to convert to ‘clean’ stoves.
NOW, THEREFORE, BE IT RESOLVED, BY THE CITY COUNCIL OF THE CITY OF GRAND JUNCTION:
(a) For 1997, $25,000.00 is hereby transferred to a wood stove replacement incentive fund, created by the wood burning ordinance, from General Fund Contingency. No funds shall be expended until the Council adopts an implementing resolution, as contemplated by (d), below.
(b) The funds will be available to provide an incentive to replace a ‘dirty’ wood stove for: those people using a wood stove for their sole source of heat; or, those qualifying as low income under the guidelines to be adopted by the City Council.
(c) The Air Quality Committee is charged with, in cooperation with The Energy Office, and city staff, developing objective qualifications and incentive details of the program together with any required proposed administrative regulations.
(d) Based on currently available information, it is expected that the Committee will recommend that the income guidelines of the Mesa County Health Department will be adopted and that the program will be administered by the Energy Office. Once the final details of such a program are ready, staff is directed to bring the matter before the Council for its approval and adoption.
