RESOLUTION 31-97

 

A JOINT RESOLUTION BETWEEN THE CITY OF

GRAND JUNCTION, THE TOWN OF PALISADE,

THE TOWN OF FRUITA AND THE COUNTY OF MESA

CONCERNING APPOINTMENT OF MEMBERS TO

THE COMMISSION AND 1997 FUNDING

 

 

WHEREAS, among Western Colorado’s most widely known natural landmarks are the Colorado and Gunnison Rivers; and

 

WHEREAS, the riverfronts of the Colorado and Gunnison and their confluence represent an underutilized natural resource for which continued redevelopment will increase tourism, improve the economic well-being of the communities, and enhance the aesthetics of the Grand Valley; and

 

WHEREAS, there is a strong desire to make these natural resources more accessible for the residents of Mesa County, as well as tourists, through the development of trails, parks and greenways along the rivers; and

 

WHEREAS, the Colorado River passes through the Town of Palisade, City of Fruita and the highly visible urban core of the City of Grand Junction; and

 

WHEREAS, the Town of Palisade, City of Grand Junction, City of Fruita and Mesa County recognize the importance of intergovernmental cooperation related to making the riverfront more beneficial to all; and

 

WHEREAS, an opportunity currently exists through the implementation of the Colorado River Greenway Legacy Project to make considerable progress with regard to the redevelopment of the riverfront starting in Palisade and running all the way to Fruita/Loma; and

 

WHEREAS, the Town of Palisade and the City of Fruita are already full partners with regard to the Legacy Steering Committee, which is a subcommittee of the Riverfront Commission; and

 

WHEREAS, both the Town of Palisade and the City of Fruita desire to become full partners with regard to the Riverfront Commission, including being involved in the selection of members and the requisite responsibility to assist with the funding of the Riverfront Commission.

 

NOW, THEREFORE, BE IT RESOLVED by the Grand Junction City Council, the Fruita City Council, the Palisade Town Board and the Mesa County Board of Commissioners that:

 

 1.  The Mesa County Riverfront Commission be endorsed and supported.

 

 2.  The commission will act in an independent fashion to serve as the principle coordinating

 body for the redevelopment and reclamation of the Colorado River waterfront and its

 tributaries within Grand Junction, Palisade, Fruita and Mesa County.

 

 3.  The commission will act to plan, advocate, and implement a multi-faceted program to      redevelop and reclaim the riverfront within Mesa County.

 

 4.  The commission will consist of the same eleven members which were appointed by

the Grand Junction City Council and Mesa County Board of Commissioners. However, future appointments will be by joint approval of the governing bodies of the City of Grand  Junction, City of Fruita, Town of Palisade and Mesa County.

 

 5.  The commission will undertake allowable actions necessary to facilitate the

 redevelopment/reclamation of the riverfront.

 

 6.  The commission shall conduct its work at the pleasure of the governing bodies as long      as necessary to accomplish the above stated goals.

 

7. Grand Junction, Fruita, Palisade and Mesa County will, on an annual basis, budget for the operations of the Riverfront Commission. The percentage of the budget that each entity will be responsible for will be set as follows:

 

 Grand Junction.............................................................45.5%

 Mesa County................................................................45.5%

 Fruita............................................................................ 6.0%

 Palisade......................................................................... 3.0%

 

With a proposed budget of $22,000 in 1997, Grand Junction and Mesa County will be responsible for $10,010 each, Fruita will be responsible for $1,320 and Palisade will be responsible for $660.
