RESOLUTION NO. 106-99

 

A RESOLUTION AMENDING RESOLUTION NO. 67-99 BY DELETING CONDITION OF APPROVAL #4 REGARDING A VEHICULAR BARRIER

 

Recitals. City Council adopted Resolution No. 67-99 on June 2, 1999 regarding conditions of approval for the Summer Hill subdivision. Condition #4 of this resolution addressed improvements planned for Lanai Drive between H Road and Bahamas Way. As a result of Resolution No. 67-99, residents adjacent to Lanai Dr. asked if the plan might also include traffic calming measures. The City's Transportation Engineering staff conducted several speed studies and found that the 85th percentile speed on Lanai Dr. in this area was 30 mph. The posted speed limit is 20 mph. Working with the residents, staff developed a modified plan that includes sidewalk on only one side with traffic calming /pedestrian safety enhancements, including street narrowing in some sections and crosswalks. Staff believes this plan will reduce the speed on Lanai Dr. and provide improved safety to pedestrians in the area. As designed, the plan also preserves most of the mature landscaping in the existing right-of-way.

 

Residents of the subdivision, following City policies, have circulated a petition for a traffic-calming project on Lanai Drive. They have obtained the necessary approval of the neighborhood (60%) for the project to be considered by Council.

 

NOW THEREFOR BE IT RESOLVED:

 

 The City Council has reviewed several Lanai Drive improvement alternatives. The City Council determines to authorize improvements, to be selected later, to be budgeted for and constructed in April, 2000. As a result, City Council deletes the condition 4 of Resolution 67-99 and therefor allows the Summer Hill Developer to remove the existing barrier at the northernmost terminus of Lanai Drive.
