RESOLUTION NO. 124-99
SETTING A TITLE AND SUBMITTING TO THE ELECTORATE ON
FEBRUARY 1, 2000 A MEASURE TO AMEND THE CITY CHARTER TO INCLUDE SECTIONS AUTHORIZING COLLECTIVE BARGAINING FOR POLICE AND FIRE EMPLOYEES, PROVIDING FOR BINDING ARBITRATION AND OTHER RELATED MATTERS
Recitals.
This Resolution sets the ballot title and refers a question concerning collective bargaining to the February 1, 2000 ballot.
The City Clerk issued a determination on October 6, 1999, that a Charter Amendment Petition regarding collective bargaining had sufficient valid signatures. The petition provided that the question be placed before the electorate of the City of Grand Junction at a special election.
The City Council accepted the City Clerkâs determination and has directed the City Clerk to hold a Special Municipal Election on Tuesday, February 1, 2000, by mail ballot, pursuant to 1-7.5-101 et. seq. C.R.S. .
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAND JUNCTION:
That the following question be submitted to the registered electors of the City on Tuesday, February 1, 2000:

Shall the Charter of the City of Grand Junction be amended to: allow collective bargaining for sergeants, lieutenants, police officers and other employees of the police department; allow collective bargaining for fire fighters, fire supervisors and other employees of the fire department; allowing for binding arbitration awards regarding pay, working conditions, benefits, work schedules, minimum staffing levels, and other issues; providing no penalties if strikes occur; and other related provisions.

FURTHER BE IT RESOLVED THAT THE CITY CLERK IS DIRECTED to take any and all actions reasonably necessary or required so that the foregoing question be appropriately placed upon and submitted to an election to be held in the City on the
1st day of February, 2000, for a determination by the electorate via mail ballot.
