RESOLUTION NO. 134-08

A RESOLUTION AFFIRMING SUPPORT OF AN APPLICATION TO THE BUREAU OF LAND MANAGEMENT FOR THE TRANSFER OF 209 ACRES OF LAND TO MESA STATE COLLEGE FOR A REGIONAL PUBLIC SAFETY TRAINING FACILITY

Recitals:

The City, Mesa State College and Mesa County have worked in unison for the creation of a police officer standards and training (POST) facility. While the Western Colorado Peace Officers Academy has begun and has been successful in its initial recruitment and development of new law enforcement officers, the academy needs to grow. In order to grow it needs land.

Under the Federal Recreation and Public Purposes Act, the Bureau of Land Management (BLM) makes available certain property for use of local agencies. Recently Mesa State College made application to the BLM for a 209 acre parcel on which to develop a regional public safety training facility.

The 209 acres is relatively isolated from other BLM lands in the area, receives little if any recreational use by the public and is not part of the mapped municipal watershed or critical wildlife area.

The 209 acres is in a very good location for development of the POST academy as well as other educational facilities necessary to meet the needs of a growing community and the educational objectives of Mesa State College. The relatively remote location of the property will be conducive to live fire training, emergency driving and other activities that are best conducted away from the more populated areas of the City and County.

NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAND JUNCTION THAT:

The City Council hereby ratifies the signature of the City Manager on the letter to the BLM endorsing the transfer of 209 acres to Mesa State College.

Furthermore, the City Council hereby affirms its support of the efforts of Mesa State College, Mesa County and the City to develop a regional training facility for enhanced public safety education of local emergency personnel.

PASSED AND APPROVED this 15th of October 2008.
