A RESOLUTION ESTABLISHING VARIOUS FEES, CHARGES
AND MINIMUM INSURANCE REQUIREMENTS FOR
THE CITY OF GRAND JUNCTION, COLORADO
Recitals.
The Grand Junction City Council adopted a recodification of the City's Code of Ordinances on November 16, 1994.
In the Code of Ordinances, all fees and charges are now set forth by Resolution and may be amended by Resolution of the City Council.
This Resolution sets forth the current fees and charges in effect at the time of adoption of the Code of Ordinances, with the exception of Parks and Recreation Fees and Charges, adopted by Resolution No. 89-93, adopted December 1, 1993, which shall remain in full force and effect.
NOW, THEREFORE, BE IT RESOLVED THAT the following fees and charges are in effect.

The valuation column shall be figured by multiplying the square footage of floor area of a building by the average cost per square foot figure provided by the Building Valuation Chart found in the most current "Building Standards" publication.
Fees for projects with a valuation of over $5,000,000 shall be determined by dividing the project value by 5,000,000 and multiplying the result by $3848.00.

(C) Contractor or special contractor not to exceed $250,000.00 shall pay an annual license fee of eighty-five dollars ($85.00).

False alarms 18-58
1. For a first false alarm over the allowed number*, $75.00.

*The allowed number is specified in Section 18-58 of the Code of Ordinances.
LAW ENFORCEMENT:

User fee is $15.00 for response to a place of business or home by members of the police department occasioned by an alarm from the system where such alarm exceeds the following:
1. One alarm in any 30-day period;
2. Two alarms in any 90-day period;
3. Three alarms in any 180-day period; or
4. Four alarms in any 360-day period;
except for any alarm caused by criminal activity or within fifteen days after the installation of the system.

(A) COLLECTION AT GROUND LEVEL OF THE RIGHT-OF-WAY. The fees for collection and disposal of refuse placed for collection at ground level of the right-of-way, and within 5 feet of the travelled portion of the right-of- way from which collection is made, shall be at the following monthly rates, collected monthly with the water bill:
(1) RESIDENTIAL RATE. The following rate shall apply for all residential uses:
(a) Single-family dwellings: Eight dollars and seventy-five cents ($8.75) per month for weekly collection of all refuse. Residential rates shall apply to mobile homes, travel trailers, and equivalent structures or vehicles which are used as a residence.
(b) Double or multifamily dwellings: the following monthly rates shall apply to weekly collection of all refuse at a single pickup point for each structure:

(c) Senior citizen rate: A person who is sixty-five (65) years of age or older and is a head of a household (as defined by the Internal Revenue Code of 1986) may certify as to such facts on forms to be supplied by the finance department of the city and, having so certified, is entitled to receive a reduction of one dollar ($1.00) per month from the basic minimum rate applicable to the residence of such person for residential refuse removal.
If a multifamily residential user has eight (8) or more units in one structure and one collection point, the superintendent may charge such owner, at the owners request, according to the commercial rate as set forth in paragraph (A)(2)(a) of this section.
(d) Residential recycling rate: for single family and multifamily of four or less units per structure which are not served by a solid waste tank (dumpster), one dollar and fifty cents ($1.50) per unit per month for monthly collection of recyclables.
(2) COMMERCIAL RATE: All non-residential, assembly, institutional, business and commercial uses shall be charged the commercial rate set forth below:
(a) The minimum charge shall be twelve dollars and forty-six cents ($12.46) per month for weekly collection of up to one hundred seventy-five (175) gallons of refuse. Rates for more frequent collection [based on five (5) thirty-five-gallon containers being equal to one hundred seventy-five (175) gallons] per pickup shall be:

1. The monthly service charge for handling compacted material placed in tanks, from stationary compactors, shall be three times the standard tank rate.
2. The monthly service charge for handling and servicing portable compactors shall be based on the capacity of the unit and shall be three times the comparable tank rate.
(3) INDUSTRIAL RATE. All industrial users shall be charged the industrial rate.
(a) The minimum charge shall be twenty four dollars and fifty one cents ($24.51) per month for weekly collection of up to one hundred seventy-five (175) gallons of refuse not to exceed a total of two hundred fifty (250) pounds in weight.
(b) Additional service by frequency or volume may be provided an industrial user on a cost basis determined by the solid waste superintendent based on the frequency, volume, weight, loading-out difficulty and nature of material to be disposed of.
(B) COLLECTION AT OTHER THAN GROUND LEVEL shall be the corresponding fee for service (residential, commercial, industrial) "plus a fee set by the city manager to cover the cost of the extra service rendered."

(2) Applicability: The above rates shall apply to all users within the City limits except those users covered under subsection (e) hereof. It shall be the duty of all owners and/or operators of multiple dwellings, duplex dwellings and apartments to certify in writing to the utilities department the location thereof and the number of family units therein. Where more than one single-family dwelling is served through a single meter, a minimum charge of $4.49 shall be made for each family dwelling thus served, with credit being given for a corresponding quantity of water on the total consumption. All excess water shall be at the rate in the above schedule."

Minimum required insurance of permittee:
1. Worker's Compensation insurance to cover obligations imposed by applicable laws for each employee engaged in the performance of any work, and Employer's Liability insurance with minimum limits of FIVE HUNDRED THOUSAND DOLLARS ($500,000) each accident, FIVE HUNDRED THOUSAND DOLLARS ($500,000) disease - each employee. Evidence of qualified self-insured status may be substituted for the Worker's Compensation requirements of this paragraph.
2. General Liability insurance with minimum combined single limits of ONE MILLION DOLLARS ($1,000,000) each occurrence and ONE MILLION DOLLARS ($1,000,000) aggregate. The policy shall be applicable to all premises and operations. The policy shall include coverage for bodily injury, broad form property damage (including completed operations), personal injury (including coverage for contractual and employee acts), blanket contractual, products, and completed operations. The policy shall include coverage for explosion, collapse, and underground hazardous. The policy shall contain a severability of interests provision.
3. Comprehensive Motor Vehicle Liability insurance with minimum combined single limits for bodily injury and property damage of not less than ONE MILLION DOLLARS ($1,000,000) each occurrence and ONE MILLION DOLLARS ($1,000,000) aggregate with respect to each of Permittee's owned, hired or non-owned vehicles assigned to or used in performance of the services. The policy shall contain a severability of interests provision.
All other requirements of Resolution No. 45-92 shall remain in full force and effect.
