DEFINITION

 

Plan, direct, manage, and oversee the activities and operations of Community Services within the Division of Community Development including community and neighborhood programs; housing and homeless support; resource management/CORE activities; grants management; Community Development Block Grant program; historic preservation; community planning and partnerhsips; research, special projects and policy development; budget management; coordinate assigned activities with other City departments and outside agencies; provide highly responsible and complex administrative support to the Deputy City Manager, Commissions, Boards and City Council.

 

SUPERVISION RECEIVED AND EXERCISED

 

Receives administrative direction from the Deputy City Manager.

Exercises direct supervision over supervisory, professional, technical and clerical staff.

 

PRIMARY DUTIES--The following are examples of primary duties assigned to positions in this classification. Other related duties and responsibilities may be assigned.

 

1.  Assume management responsibility for services and activities of Community Services within the Division of Community Development.

 

2.  Support the community’s planning and economic development efforts through the implementation of the goals and objectives of the City Council’s Strategic, Comprehensive and Economic Development Plans.

 

3.  Manage and participate in the development and implementation of goals, objectives, policies and priorities for assigned programs; recommend and administer policies and procedures.

 

4.  Plan, direct, and coordinate, through subordinate level staff, the Division’s work plan; assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures; meet with key staff to identify and resolve problems.

 

5.  Establish within City policy, appropriate service and staffing levels; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; allocated resources accordingly.

 

6.  Assess and monitor work load, administrative support systems, and internal reporting relationships; identify opportunities for improvement; direct and implement changes.

 

7.  Select, train, motivate and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.

 

8.  Oversee and participate in the development and administration of the Division budget; approve the forecast of funds needed for staffing, equipment, materials and supplies; approve expenditures; implement budgetary adjustments as appropriate and necessary.

 

9.  Prepare and implement community, neighborhood and special area plans as needed.

 

10.  Provide logistical support to neighborhood groups and serve as liaison to outside groups and agencies, such as Riverfront Commission, Urban Trails Committee, Purchase of Development Rights Committee, Persigo Board, RTPO, and School District 51

 

 

 

11.  Participate in the coordination of affordable housing project to promote diverse housing opportunities; support effort to address issues of homelessness and vagrancy.

 

12.  Plan and implement the City’s Historic Preservation Program.

 

13.  Serve as lead to the CORE (Conserving Our Resources Efficiently) committee to develop and implement resource management programs and projects.

 

14.  Manage grants program to fund a variety of infrastructure and project needs in support of the CIP and Economic Development Plan; Manage and oversee the Community Development Block Grant program.

 

15.  Assist in the development of neighborhood programs and activities; work with City staff to plan and implement new projects and programs to address neighborhood issues.

 

16.  Participate on and provide staff assistance to a variety of boards, commissions and committees; direct the preparation of agenda items for the City Council, and other committees, commissions, and boards.

 

17.  Provide responsible staff assistance to the Deputy City Manager; research, plan, coordinate, and implement special projects.

 

16.  Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of community development.

 

 

QUALIFICATIONS

 

Knowledge of:

Operations, services and activities of Community Development, including program development.

Knowledge of municipal government services, organization and general political structure.

Urban planning, zoning and development theory, principles and practices and their application to a wide variety of municipal planning services.

Principles and practices of program development and administration, project management, budget preparation and administration.

Municipal zoning codes and ordinances.

Pertinent Federal, State and local laws, codes and regulations.

Research methods and sources of information related to Community Development.

Methods and techniques of eliciting community participation in related issues and programs.

Recent developments, current literature and sources of information related to all functions of Community Development

Grants research, writing and administration

Principles of supervision, training and performance evaluation.

Modern office procedures, methods and equipment including computers and supporting word processing and spreadsheet applications.

Methods and techniques of effective technical report preparation and presentation.

 

 

Ability to:

Oversee and participate in the management of Community Services programs.

Analyze problems, identify alternative solutions, project consequences of proposed actions and implement

recommendations in support of goals.

Serve as project manager for complex projects or studies.

Experience and Training Guidelines

Minimum Requirements:

 

Experience:

 

Five years of increasingly responsible urban planning and development experience including two years of administrative and supervisory responsibility.

 

Training:

 

Equivalent to a Bachelor’s degree from an accredited college or university with major course work in planning or related field.

 

Other combinations of experience and education that meet the minimum requirements may be substituted.

 

License or Certificate

 

Possession of, or ability to obtain, AICP certification is desirable.
