DEFINITION

 

Plan, direct, manage, and oversee the activities and operations of Development Services within the Division of Community Development including implementation and oversight of the development review process, long range planning and City regulatory codes and development standards; implement applicable goals and actions steps of the Economic Development Plan, coordinate assigned activities with other City departments and outside agencies; to provide highly responsible and complex administrative support to the Deputy City Manager, Planning Commission and City Council.

 

SUPERVISION RECEIVED AND EXERCISED

 

Receives administrative direction from the Deputy City Manager.

Exercises direct supervision over supervisory, professional, technical and clerical staff.

 

PRIMARY DUTIES--The following are examples of primary duties assigned to positions in this classification. Other related duties and responsibilities may be assigned.

 

1.  Assume management responsibility for services and activities of Development Services within the Division of Community Development including current and long range planning.

 

2.  Support the community’s planning and economic development efforts through the implementation of the goals and objectives of the City Council’s Strategic, Comprehensive and Economic Development Plans.

 

3.  Manage and participate in the development and implementation of goals, objectives, policies and priorities for assigned programs; recommend and administer policies and procedures.

 

4.  Plan, direct, and coordinate, through subordinate level staff, the Division’s work plan; assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures; meet with key staff to identify and resolve problems.

 

5.  Establish within City policy, appropriate service and staffing levels; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; allocated resources accordingly.

 

6.  Assess and monitor work load, administrative support systems, and internal reporting relationships; identify opportunities for improvement; direct and implement changes.

 

7.  Select, train, motivate and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.

 

8.  Oversee and participate in the development and administration of the Division budget; approve the forecast of funds needed for staffing, equipment, materials and supplies; approve expenditures; implement budgetary adjustments as appropriate and necessary.

 

9.  Confer with developers, other agencies and the general public in acquiring information and coordination development projects; review and participate in discussion on major development issues; advise consultants, developers and others regarding City standards and regulations; meet with and advise community associations and others on community development policy and direction.

 

10.  Participate on and provide staff assistance to a variety of boards, commissions and committees; direct the preparation of agenda items for the City Council, Planning Commission, Board of Zoning Appeals, and other committees, commissions, and boards involved in development activities, present reports.

 

 

11.  Conduct research of applicable statues and regulations and other examples of planning documents and policies/practices; review and write text amendments, proposed ordinances, policies and guidelines related to zoning and development and long range planning.

 

12.  Provide or coordinate through subordinate level staff, training for staff, public information and educational materials and training programs; make presentations.

 

13.  Respond to and resolve difficult and sensitive citizen inquiries and complaints; assist City staff and the general public in applying zoning and development code and other plans and policies to specific concerns, issues, and projects.

 

14.  Provide responsible staff assistance to the Deputy City Manager; research, plan, coordinate, and implement special projects.

 

15.  Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of community development and planning.

 

QUALIFICATIONS

 

Knowledge of:

 

Operations, services and activities of comprehensive community development program. Advanced principles and practices and techniques of public program administration.

Urban planning, zoning and development theory, principles and practices and their application to a wide variety of municipal planning services.

Principles and practices of land use planning, development and program development and administration;

principles/practices of budget preparation/administration.

Operational characteristics, services and activities of an economic development program.

Principles of supervision/training/performance evaluations.

Methods and techniques of eliciting community participation in planning issues.

Pertinent Federal, State and local laws, codes and regulations.

Research methods and sources of information related to urban planning and development.

Recent developments, current literature and sources of information related to municipal planning and administration.

Modern office procedures, methods and equipment including computers and supporting word processing and spreadsheet applications.

Methods and techniques of effective technical report preparation and presentation.

 

Ability to:

 

Manage and direct a comprehensive community development program.

Manage the operations, services and activities of the economic development program.

 

Experience and Training Guidelines

Minimum Requirements:

 

Experience:

 

Five years of increasingly responsible urban planning and development experience including two years of administrative and supervisory responsibility.

 

Training:

 

Equivalent to a Bachelor’s degree from an accredited college or university with major course work in planning or related field.

 

Other combinations of experience and education that meet the minimum requirements may be substituted.

 

 

License or Certificate

 

Possession of, or ability to obtain, AICP certification is desirable.
