ORDINANCE NO. 234.

 

AN ORDINANCE RELATING TO STREET TRAFFIC.

 

Be it Ordained by the City Council of the City of Grand Junction, Colorado:

 

Section 1. For the purpose of this ordinance, the term "congested district" shall include Main street between the west side of Seventh street and the west side of Second street, and all streets intersecting Main street so limited within a distance of 270 feet from said street. It shall also include Second street from the south side of Main street to the south side of Pitkin avenue. The "residence section" shall include all that part of the city which is not included in the congested district.

 

Sec. 2. Speed. No vehicle shall travel at a greater speed than fifteen (15) miles per hour in the congested district, nor at a greater speed than twenty (20) miles an hour in the residence section; or to pass any street intersection or to travel in any alley at a speed greater than Fifteen (15) miles per hour. No vehicle shall pass any street intersection in the congested district at a greater speed than twelve (12) miles per hour.

 

Sec. 3. Traveling, Passing, Turning, Crossing, and Stopping. All vehicles, except when passing a vehicle ahead, shall keep to the right of the middle of the road, and slow moving vehicles shall keep as near as practicable to right-hand curb. Vehicles shall not continue to travel two abreast. No vehicle shall travel upon any street which is closed to said vehicle by the mayor or the commissioner of highways.

 

A vehicle meeting another shall pass to the right. A vehicle overtaking another shall pass to the left.

 

At the intersection of streets all vehicles shall keep to the right of the center of the intersection whichever way they travel and pass in single file. Turns to the right shall be made as close to the curb as practicable.

 

At the intersection of streets the vehicle to the right shall have the right of way.

 

In the congested district vehicles shall turn around only at street intersections. This is not to be construed as including intersection of alley with street.

 

All vehicles in the congested district shall stop only on the right side of the street.

 

In the streets of the congested district, all vehicles shall stand with the right front wheel as close to the curb as practicable and with space enough between the rear right wheel and the curbing to allow another vehicle to stand between said right rear wheel and curbing.

 

No vehicle shall stand in any alley except while loading and unloading.

 

Vehicles may be backed to curbing for loading and unloading.

 

No horses or other animals shall be hitched or tied to any telephone, electric light or other public service pole or apparatus within the city limits.

 

In case of accident, the driver of a vehicle which collides with or in any manner injures any person, vehicle or property, shall stop and give reasonable assistance, and shall give to the police, to the person injured, or to the driver of the other vehicle or owner or agent of the property injured, his name and address, the name and address of the owner of the vehicle and the registered number of the vehicle.

 

Sec. 4. Nuisance. An operator of a motor vehicle shall not keep open his muffler.

 

No pedestrian, nor person riding a bicycle, shall hang on to a street car or any other vehicle.

 

No vehicle shall travel over curbing or across any parking. No vehicle shall travel along any sidewalk or across any sidewalk, except at an alley or private entrance for vehicles.

 

Sec. 5. Fire Vehicles. Fire vehicles shall have full right of way over all other vehicles, including street cars.

 

Upon the approach of any fire apparatus, street cars shall stop and remain stationary until the apparatus has passed. All other vehicles shall draw up as near as practicable to the right curb of the street and remain at a standstill until the said fire apparatus shall have passed.

 

Sec. 6. Penalty. Any person who shall violate any of the provisions of this ordinance shall be fined, upon conviction, in a sum not less than $5.00 nor more than $50.00 for each and every offense.

 

Sec. 7. Ordinance No. 168, entitled "An Ordinance Concerning Automobiles," passed and adopted September 281 19109, be and the samehereby is repealed.

D. 1915, and that the same was published in full in The Daily Sentinel, a daily newspaper published and in general circulation in said city, at least ten days before its passage.
