ORDINANCE NO. 255.

 

AN ORDINANCE CONCERNING WATER METERS.

 

Be it Ordained by the City Council of the City of Grand Junction, Colorado:

 

Section 1. The City Council of the City of Grand Junction may require artificial ice plants, bath houses and natatoriums, bottling works, brick yards, creameries, dairies, electric light works, gas works, laundries, mills, elevators, factories, canning factories, chemical works, and any plant, factory, and establishment of any kind using large quantities of city water to have the water used measured by meter and to be paid for by such measurements.

 

Sec. 2. All meters so used shall be of a type, size and design approved by the City Council, and shall be purchased by them, and shall be installed in such manner and location as the Commissioner of Water and Sewers shall direct. The Commissioner of Water and Sewers shall test, or cause to be tested, all meters so used as often as necessary to determine the accuracy thereof.

 

Sec. 3. The meters so used shall be and remain the property of the City of Grand Junction, but the consumer shall deposit with the city treasurer a sum of money equal to the value of the meter, which deposit shall be returned to the consumer when he ceases using city water and the meter is turned over to the city in good order, and on the further condition that all water used by said consumer shall be paid for in full. The cost of installation and costs of maintenance and repairs to such meter shall be paid by the consumer.

 

Sec. 4. Such consumer shall, within thirty days after receiving notice from the city that a meter, must be installed to measure city water used by him, deposit with the city treasurer a sum of money to cover the deposit as aforesaid, and he shall also pay for the installation of such meter. Should he fail to do as required herein within thirty days after receiving such notice the city water shall be shut off from his premises for which a meter is required and shall not be turned on until he complies with the terms of this ordinance.

 

Sec. 5. Should a meter get out of order, or fail to measure the water, the water used by the consumer while the meter so fails to properly register and is out of service, shall be paid for according to past meter readings when the meter was in order.

 

Sec. 6. No charge for water by meter shall be less than $1.00 per month for water used inside the city limits, and $2.00 per month for water used outside the city limits.

D. 1916, and that the same was published in full in The Daily Sentinel, a newspaper published and in general circulation in said city, at least ten days before its passage.
