ORDINANCE NO. 275.

 

AN ORDINANCE CONCERNING REPORTS ON THE PREVALENCE OF SPANISH INFLUENZA AND PNEUMONIA IN THE CITY OF GRAND JUNCTION.

 

WHEREAS, Spanish Influenza, a highly contagious disease, is prevalent in the City of Grand Junction and it is important for the control and suppression of said disease that exact information be available daily as to the prevalence of the said disease, the increase or decrease thereof and the number of deaths therefrom;

 

THEREFORE, Be it Ordained by the City Council of the City of Grand Junction, Colorado:

 

Section 1. That all physicians practicing their profession in the City of Grand Junction, Colorado, shall daily make a report in writing to the Commissioner of Health and Civic Beauty, showing the number of new cases of Spanish Influenza, if any, within the said city which they have treated, the number of new cases of pneumonia, if any, in said city which they have treated, the number of recoveries of patients, if any, whom they have been treating suffering with Spanish Influenza or pneumonia, and the number of deaths, if any, of patients whom they have been treating, from Spanish Influenza and pneumonia; that said reports shall be filled out and given or mailed to the Commissioner of Health and Civic Beauty of said city subsequent to five o'clock each day and shall report for a period of time covering a period of twenty-four hours prior to five o'clock p. m. of such day. The said report must be made daily even though the physician making such report has no new cases, deaths or recoveries of the said diseases for the preceding twenty-four hours. The said report must be made on a blank form furnished by the Commissioner of Health and Civic Beauty, as hereinafter described.

 

Section 2.

 

The Commissioner of Health and Civic Beauty of said city shall at once cause to be prepared and printed on United States postal cards blanks to be filled out by the physicians of Grand Junction, as herein defined, and shall keep each of said physicians supplied therewith, on which such physicians may make daily reports as herein required. The post cards shall be addressed to the said Commissioner.

 

Section 3. That for the purpose of this ordinance the term physicians shall include all persons diagnosing or treating the sia diseases, whether by use of drugs, manipulation, electricity or any other physical or mechanical method whatsoever, including osteopaths and chiropractors.

 

Section 4. The daily reports as herein required shall be made from the date of the passage of this ordinance until such time as the City Council by resolution shall declare such reports to be no longer necessary.

 

Section 5. Any physician as herein defined who refuses or neglects to make the daily report as herein required and to deliver the same to the Commissioner of Health and Civic Beauty, or to mail the same in a United States mail box or the Untied States post office as herein required, on conviction shall be fined not less than $10.00 or more than $100.00 for each offense, and each day when such physician shall neglect or refuse to make such report shall constitute a separate offense.

 

Section 6. This ordinance is passed because of a special emergency for the preservation of the public health and shall go into effect upon its passage.

D. 1918.
