ORDINANCE NO. 544

 

AN ORDINANCE AMENDING SECTIONS 6 AND 12 OF ORDINANCE NO. 484

 

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND JUNCTION:

 

SECTION 1. That Section 6 of Ordinance No. 484 of said City be and the same is hereby amended so that as amended said Section shall read as follows:

 

SECTION 6. LICENSE REQUIRED. It shall be unlawful for any person, firm or corporation to engage in plumbing work, (as defined by Section 20 of this ordinance) as a business, in said City, without first securing from the City Clerk a Plumber's License, or do any plumbing work as a Master or Journeyman Plumber except as hereinafter specified; provided, that this Section shall not be construed to prohibit an owner in person from doing plumbing, either new or repair work, in or upon his own property, provided that such work passes the inspection and approval of the Plumbing Inspector and that such owner has previously obtained a permit therefor; and further provided that nothing contained herein shall be construed to prohibit the use of Helpers, as hereinafter defined, and within the limitations provided by Section 12 of this Ordinance.

 

For the purposes of this Ordinance the words and phrases used therein and in this Section set forth are defined to have the following meaning, to-wit:

 

A "Master Plumber" is hereby defined to be any person skilled in the planning, superintending and the practical installation of plumbing, and who is familiar with the laws, rules and regulations governing the same.

 

A "Journeyman Plumber" is hereby defined to be any person licensed under this Ordinance, other than a Master Plumber who, as his principal occupation, is engaged in the repair or removal of plumbing.

 

A "Helper" is hereby defined to be any person other than a Master Plumber or a Journeyman Plumber duly licensed under this ordinance, who in any way assists or helps any such licensed plumber in plumbing work; and who shall be at all times in a subordinate position and never in responsible charge of any plumbing work.

 

SECTION 2. That Section 12 of Ordinance No. 484 of said City be and the same is hereby amended so that as amended said Section shall read as follows:

 

SECTION 12. INSTALLATION WORK IN CHARGE OF MASTER PLUMBER. All installations of plumbing under the provisions of this Ordinance shall be in charge of a Master Plumber at all times, who shall be responsible for the proper installation of all such work.

 

No Journeyman Plumber, unless in the employ of a Master Plumber will be permitted to do any plumbing work without first having taken out a Master Plumber's license.

 

No Helper shall do any plumbing work in assisting a Master Plumber or Journeyman Plumber, or otherwise, except under the supervision of and in the presence of a duly licensed plumber; and no person, firm or corporation shall engage or permit any Helper to do any plumbing work except as herein permitted and provided.
