AN EMERGENCY ORDINANCE PROVIDING AN APPROPRIATION FOR THE
HIGHWAY DEPARTMENT AND THE POLICE DEPARTMENT
WHEREAS, since the adoption of the appropriation ordinance for the fiscal year ending December 31, 1936, the Highway Department has provided labor and materials which should have been charged against Force Account and Paving Districts, and
WHEREAS, there are sufficient funds on hand in such Force Account and Paving District funds to offset the amount so furnished, and
WHEREAS, the number of prisoners confined in the City jail has exceeded the number contemplated in making up the said appropriation ordinance, thereby creating a necessity for additional funds for their care, and
WHEREAS, the income from fines and police court has increased correspondingly so that sufficient funds will be available for the care of prisoners,
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND JUNCTION, COLORADO:
SECTION 1. That there be and there is hereby appropriated to the Highway Department for the purpose of reimbursing said department for materials and the use of equipment for construction in Force Account and Paving Districts, the sum of $4,000.00 or so much thereof as may be necessary.
SECTION 2. That there be and there is hereby appropriated to the Police Department for the purpose of care of prisoners, the sum of $1,000.00 or so much thereof as may be necessary.
SECTION 3. By reason of the fact that this money has already been advanced and the appropriations for the Highway Department and Police Department would be overdrawn unless this ordinance is passed, a special emergency is declared to exist and the City Council so finds and determines that this ordinance is immediately necessary for the preservation of the public health and safety, and that it shall take effect upon its passage.
Passed and adopted this 28th day of October, A. D. 1936.
