ORDINANCE NO. 663
AN EMERGENCY ORDINANCE PROVIDING AN APPROPRIATION FOR THE AIRPORT.
WHEREAS, on January 8th, 1943, fire destroyed the hangar at the Municipal Airport (Walker Field); and
WHEREAS, on account of the fact that the airport is now used for a Civil Aeronautics Administration War Aviation Training Program, which is vital to the War Effort, and that airplanes are kept at the Airport at all times, a hangar to keep them in is very necessary; and
WHEREAS, it is also necessary and important that a class room and building to be used for repairing the training planes be constructed at this time, so that the training program may be carried on more expeditiously.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND JUNCTION:
Section 1. That there be and is hereby appropriated out of the General Funds of the City, to the Airport Fund, the sum of $5,000.00.
By reason of the fact that it is necessary that the Civil Aeronautics Administration War Aviation Training Program be carried on promptly; that there are no funds appropriated in the 1943 budget and available for the City to construct these buildings; and that a contract is to be let for the labor and the materials purchased for this project immediately, a special emergency exists. Therefore, the City Council finds and determines that the passage of this ordinance is immediately necessary for the preservation of the public health, peace, and safety, and it shall take effect upon its passage.
