ORDINANCE NO. 682

 

 AN ORDINANCE PROVIDING FOR THE SUBMISSION TO THE VOTE OF THE DULY QUALIFIED ELECTORS OF THE CITY OF GRAND JUNCTION, COLORADO AT THE GENERAL MUNICIPAL ELECTION TO BE HELD APRIL 3, 1945, THE QUESTION OF AUTHORIZING THE CITY COUNCIL OF SAID CITY TO ISSUE THE NEGOTIABLE COUPON BONDS OF THE CITY FOR THE PURPOSE OF CONSTRUCTING IMPROVEMENTS AND BETTERMENTS ON THE MUNICIPAL AIRPORT, KNOWN AS WALKER FIELD.

 

 WHEREAS, the City Council of the City of Grand Junction deems it desirable and necessary to construct improvements and betterments on the Municipal Airport, known as Walker Field; and

 

 WHEREAS, the City does not have in its Treasury sufficient funds for such purpose, making it necessary to issue negotiable coupon bonds of the City, if approved by the qualified taxpaying electors of said City.

 

 NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND JUNCTION:

 

 Section 1. That at the general municipal election to be held in said City on Tuesday the 3rd day of April, 1945, there shall be and there is hereby submitted to a vote of such qualified electors of the City as shall in the year next preceding have paid a property tax therein, the following question, to-wit:

 

 "Shall the City Council of the City of Grand Junction contract an indebtedness on behalf of the City and upon the credit thereof, by issuing negotiable coupon bonds of the City, in an amount not exceeding $65,000, for the purpose of constructing improvements and betterments on the municipal airport, known as Walker Field?"

 

 Section 2. Only such qualified, registered, electors of the City as shall, in the year next preceding said Election, have paid a property tax therein, shall be permitted to vote on the question hereby submitted.

 

 Section 3. The election on said question shall be held at the same time, in the same place and conducted by the same officials as in the general election for councilmen and other officers of said City.

 

 Section 4. The ballots to be used in voting on the question submitted, shall be prepared and furnished by the City Clerk to the judges of election to be by them furnished to the voters and shall be in substantially the following printed form and shall be deposited in separate ballot boxes provided by the City Clerk for such purpose.

 INSTRUCTIONS TO VOTERS

 

 THE VOTER will prepare his ballot, indicating his approval or disapproval of the foregoing proposition by placing a cross (x) opposite the group of words above, which expresses his choice, and shall then deposit his ballot in the ballot box provided for such purposes.

 

 Section 5. The vote cast at said election on the question aforesaid shall be returned and canvassed and the return made and the result declared in the same manner, as nearly as may be, as provided by law for the return, canvass and the declaration of the result of votes cast at the election of municipal officers.

 

 Section 6. Notice of the submission of said question shall be published for three successive days before such election in The Daily Sentinel, the only daily newspaper published and of general circulation in said City, and a copy of such notice shall be posted at each polling place for a like period, announcing the time and object of said election and the Clerk of said City is hereby charged with the duty of effectuating this provision.

 

 The form of said notice to be published and posted a aforesaid shall be substantially as follows:

 

 NOTICE OF BOND ELECTION

 

 Pursuant to Ordinance No. 682 of the City of Grand Junction, adopted and approved the 21st day of February, A. D. 1945;

 

 Public notice is hereby given that at the general municipal election to be held in said City on Tuesday the 3rd day of April, 1945, there shall be and there is hereby submitted to a vote of such qualified electors of the City as shall in the year next preceding have paid a property tax therein, the following question:

 

 Question Submitted:

 

 "Shall the City Council of the City of Grand Junction contract an indebtedness on behalf of the City and upon the credit thereof, by issuing negotiable coupon bonds of the City, in an amount not exceeding $65,000, for the purpose of constructing improvements and betterments on the Municipal Airport, known as Walker Field?"

 

 The election for the submission of this question shall be held at the same time, in the same places and conducted by the same officials as in the general election for councilmen and other officers of said City.

 

 The ballots to be used in voting upon the question above submitted, will be prepared and furnished by the City Clerk to the judges of the election to be by them furnished to the voters.

 

 Persons whose names do not appear in the official registry and who possess proper qualifications may register for said election at the times and places designated for registering electors for said general municipal election.

 

 At said election only such qualified electors of the City as shall in the year (the twelve months) next preceding, will be permitted to vote upon the question submitted.

 

 IN WITNESS WHEREOF, the City Council of the City of Grand Junction has caused this notice to be published and posted as required by law and dated this 21st day of February, A. D. 1945.

 Section 7. By reason of the fact that said City is not properly or adequately supplied with Airport facilities, it is hereby declared by the unanimous vote of all members of the Council that a special emergency exists; that this Ordinance is necessary for the immediate preservation of the public peace, health and safety and that it shall take effect upon passage.

D. 1945.
