ORDINANCE NO. 714

 

 AN ORDINANCE AMENDING ORDINANCE NO. 479 CONCERNING THE ELECTRICAL CODE

 

 BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND JUNCTION, COLORADO:

 

 SECTION 1. That Section 8 of Ordinance No. 479 be and the same is hereby amended, so that as amended, it shall read as follows:

 

 Section 8. LICENSE FOR CONTRACTORS.

 

 (a) Any person, firm or corporation engaged in the business of, or desiring to engage in the business of manufacturing electrical equipment, installing electric wires, fixtures, appliances, or appurtenances inside of or on any building or buildings within the corporate limits of the City of Grand Junction, Colorado (except central stations, power houses, sub-stations or car barns) for the purpose of transmitting electric current or energy of higher voltage than six (6) volts, or installing electrical apparatus of any nature, kind, or description, using such electrical current or energy, shall first secure a license from the City Clerk of said City of Grand Junction, to conduct such business; provided, however, that nothing contained in this section shall apply to a public telephone, telegraph, or messenger call, or power company operating under the regular franchise granted by the City of Grand Junction, installing their own apparatus.

 

 Provided further, that before such license shall be granted said person, firm or corporation, there shall be paid to the City Treasurer, the sum of Twenty-five ($25.00) Dollars which shall be the annual fee for said license. Be it further provided, that such license shall not be granted to any one not competent in the judgment of the Electrical Inspector, to properly manufacture electric equipment and install electric wiring and apparatus in accordance with the rules and regulations of this ordinance. The Electrical Inspector shall make such examinations or investigations necessary to satisfy himself upon the qualifications of such applicant and report his recommendations in writing to the City Manager.

 

 Said person, firm or corporation shall also furnish a good and sufficient surety bond to be approved by the City Council, in the sum of One Thousand ($1,000.00) Dollars, conditioned upon the faithful performance of all things required of them under the provisions of the Ordinances of the City of Grand Junction, Colorado. Said bond to be approved and filed with the City Clerk before issuance of such license.

 

 All labor performed under the provisions of this ordinance must be so performed either by the contractor or a duly qualified journeyman electrician who has previously satisfied the Electrical Inspector as to his qualifications and holds a certificate to that effect. Nothing contained here in shall be construed to prohibit the use of helpers on the work, provided such helpers are at all times in subordinate positions and never in responsible charge of any job or work.

 

 (b) Any journeyman electrician or wireman desiring to work under any contractor in the City of Grand Junction, Colorado, must first satisfy the Electrical Inspector by examination or otherwise, of his qualifications. If the Electrical Inspector is satisfied with the applicant's qualifications, he shall issue a certificate to that effect, to be countersigned by the City Clerk. If he is not satisfied with the applicant's qualifications, he may place any reasonable restrictions upon the kind of work which the applicant may do, and these restrictions shall be stated upon the certificate. Such certificate shall be issued annually, only upon the payment of an annual fee of One ($1.00) Dollar to the City Treasurer of the City of Grand Junction.

 

 SECTION 2. That Section 10 of Ordinance No. 479 be and the same is hereby amended, so that as amended, it shall read as follows:

 

 Section 10. PERMIT FOR WIRING - APPLICATION. It shall be unlawful for any person, firm or corporation to do electric wiring in or on any building or buildings within the corporate limits of Grand Junction, Colorado, without first procuring a wiring permit from the Electrical Inspector for each and every installation. The term "electric wiring" herein used is intended to mean the installation of electric wires, fixtures, appliances or apparatus used or to be used for the purpose of transmitting, regulating, controlling or utilizing electrical current for light, heat or power.

 

 In order to procure a permit for the installation of electric wiring, the corporations or individuals shall, before beginning any electrical work, or any additions to old wiring, make written application to the Electrical Inspector on forms furnished for this purpose.

 

 If installation of electrical work, for which a permit is required by this ordinance, is started prior to obtaining such permit, all fees pertaining to the installation shall be doubled, but the payment of such double fee shall not relieve any persons from fully complying with the requirements of this ordinance in the execution of the work nor from any other penalties prescribed herein.

 

 SECTION 3. That Section 10 1/2 be added to and made a part of Ordinance No. 479, which said Section shall read as follows:

 

 Section 10 1/2 REPAIR OF INSTALLATIONS IN HAZARDOUS LOCATIONS. It shall be unlawful for any person, firm or corporation to replace or repair any electrical installation in a hazardous location within the corporate limits of Grand Junction, Colorado, without first procuring an electrical permit from the Electrical Inspector for each and every repair or replacement job in a hazardous location. The same permit fees will apply to a "repair and replacement permit for hazardous location" as apply to "new wiring permits."

 

 Section 4. That Section 11 of Ordinance No. 479 be and the same is hereby amended, so that as amended, it shall read as follows:

 

 Section 11 PERMITS - FEES FOR.

 

 (a) In order to procure a permit for the installation of electric wiring or fittings, fixtures, apparatus and appliances used for light, heat, or power, or for making alterations in or additions to present equipment of any existing electrical installations, the person, firm or corporation applying for and receiving such permit shall pay to the City Treasurer the amount or amounts, as required by the following schedule of fees; provided, however, that no permit shall be issued to any person, firm or corporation who is not a holder of the license obtained as required in Section 8 of this ordinance, and provided further, that this ordinance shall not be so construed as to prohibit any owner from doing electrical work in or about his own buildings in case he shall first obtain a permit and license which license shall be issued upon the payment of a fee of One ($1.00) Dollar, and likewise satisfy the Electrical Inspector that he is competent to make such installations and repairs.

 

 (b) The following schedule of fees is hereby provided for all electrical work in the City of Grand Junction:

 

 AERIALS

 For each installation, one dollar ($1.00)

 

 BATTERY CHARGES

 For each installation, one dollar ($1.00)

 

 DYNAMOS, GENERATORS AND CONVERTERS

For each unit less than one KW or one KVA capacity, two dollars ($2.00)

For each unit greater than one KW or one KVA capacity, five dollars ($5.00)

 

 HEATING APPARATUS

 For each electric range, one dollar ($1.00)

 For each water heater, one dollar ($1.00)

 

 LIGHTING AND CONVENIENCE OUTLETS

 

 For first five outlets, one dollar ($1.00)

 For each outlet in excess of five, ten cents (104)

Switches are to be considered as outlets and fees charges accordingly.

 

 FIXTURE HANGING TO EXISTING OUTLETS

 

 For first five fixtures, one dollar ($1.00)

 For each fixture in excess of five, ten cents (104)

 

 METER LOOPS

 

For each meter loop other than single phase, one dollar ($1.00). (Lighting meter loops for residences are to be considered as an outlet.)

 

 MOTORS AND CIRCUITS THEREOF

 

Stationary motors of one-eighth (1/8) horsepower or less are considered as appliances if fitted with receptacle type plug and cord.

 

Portable motors of one-fourth (1/4) horsepower or less are considered as appliances if fitted with receptacle type plug.

 

 For connected motor loads of :

 One-eighth - two (1/8-2) horsepower, two dollars ($2.00)

For each of the next eighth (8) horsepower in excess of two (2) horsepower, twenty-five cents (254) per horsepower.

 

For each of the next fifteen (15) horsepower, twenty cents (20) per horsepower.

 

For each of the next twenty-five (25) horsepower, ten cents (104) per horsepower.

 

For each of the next fifty (50) horsepower, five cents (54) per horsepower.

 

For each one hundred (100) horsepower or fraction thereof after the first one hundred (100), two dollars ($2.00)

 

 TEMPORARY METERS

 

For each temporary meter used for building or construction purposes supplying single phase power to fifteen (15) amp outlets, one dollar ($1.00).

 

For each temporary meter supplying other than single phase power or supplying other than fifteen (15) amp outlets, two dollars ($2.00) Permission for such temporary installations will not be granted for periods longer than sixty (60) days on one permit.

 

 SIGNS

 

For each sign having not more than ten (10) illuminated letters, one dollar ($1.00)

 

For each additional illuminated letter in excess of ten (10), ten cents (104) per letter.

 

For each motor, flasher, speller, or similar device, fifty cents (504)

 

TUBING OUTLINE LIGHTING AND BORDER LIGHTING USED OTHER THAN ON SIGNS

 

For each twenty (20) feet or fraction thereof of illuminated tubing, fifty cents (504).

 

 RECTIFIERS

 

For each mercury arc or other type of rectifier, one dollar ($1.00)

 

 TRANSFORMERS AND WELDING TRANSFORMERS

 

For each power transformer greater than three (3) KVA but less than fifteen (15) KVA, one dollar ($1.00)

 

For each power transformer of fifteen (15) KVA but less than fifty (50) KVA, three dollars ($3.00).

 

For each power transformer of fifty (50) KVA capacity, five dollars ($5.00).

 

 For each transformer type welder, two dollars ($2.00).

 

 X-RAY AND THERAPY MACHINES

 

For each medical or dental specialized electrical installation, one dollar ($1.00).

 

 MOTION PICTURE MACHINES

 

 For one projector complete, five dollars ($5.00).

For second projector in same booth, two dollars and fifty cents ($2.50).

 

 MISCELLANEOUS

 

For inspections requiring investigation of complicated panel and control boards or special complicated wiring methods where several hours of inspection is required, a fee of two dollars ($2.00) per hour will be charged based upon time of actual inspection.

 

For permits for electric apparatus, appliances, requiring special or new wiring not hereinbefore provided for, a fee of one dollar ($1.00) shall be charged for each installation.

 

 (c) The fee hereinbefore provided shall include not more than two inspections, and all additional inspections or reinspections shall be charged for at the rate of fifty cents (504) each; provided that this shall not be construed to apply to the wiring or rewiring of large buildings where wires are to be concealed, and where non-inspection would delay the progress of the building operations.

 

 (d) In case a person, firm or corporation takes out a permit to do the "body wiring" of any building or structure, he or they shall be allowed to install all fixtures thereof without extra fee.

 

 (e) In case one contractor does the "body wiring" and a different contractor hangs the fixtures, the work so performed shall be considered as two distinct and separate jobs, and fees for each will be charged.

 

 SECTION 5. That Section 17 of Ordinance No. 479 be and the same is hereby amended, so that as amended, it shall read as follows:

 

 Section 17. WIRING IN FIRE LIMITS.

 

 (a) The construction or placing of all electric wires, used for light, heat or power, whether exposed or concealed in all old or new buildings, except such wiring as is required for pendant lights or for portable connections in the Fire Limits of the City of Grand Junction, shall be installed in approved rigid conduit, metal molding or electric metallic tubing.

 

 (b) The use of armored cable may be permitted in exposed work within the Fire Limits only upon special written permission of the Electrical Inspector and then, only in event that any other method is impractical.

 

 (c) The class of wiring known as "open work" will not be allowed in the Fire Limits.

 

 SECTION 6. That Section 17 1/2 be added to and made a part of Ordinance No. 479, which said section shall read as follows:

 

 Section 17 1/2. INTERIOR WIRING.

 

 (a) All wiring in structures other than single family, two family, and three family dwellings shall be installed in approved rigid conduit, metal molding, or electric metallic tubing. Armored cable may only be used upon special written permission of the Electrical Inspector.

 

 (b) In all structures of brick, tile, cinder block, stonework, or concrete, all wiring shall be installed in approved rigid conduit, metal molding, or electric metallic tubing.

 

 SECTION 7. That paragraph (o) be added to Section 18 of Ordinance No. 479, which said paragraph shall read as follows:

 

 (o) The type of distribution known as "open busways" or "attached aerial feeders or branch feeders" shall not be used on building exteriors regardless of either bare or insulated conductors. Portions of distribution systems serving one structure, which are located on structure exteriors, shall be enclosed in approved metal conduit.

 

 SECTION 8. That Section 21 of Ordinance No. 479 be and the same is hereby amended, so that as amended, it shall read as follows:

 

 Section 21. ELECTRIC SIGNS. Any sign, which has a part of its structure wires or devices which connect electrically with wires or devices which are carrying or utilizing electric current, shall be construed to be an electric sign.

 

 The size, shape, distance above the street level and manner of hanging all signs, billboards or advertising devices, electric or otherwise, shall conform to the provisions of the building ordinance, or any other ordinance of the City of Grand Junction, which may especially refer to the same.

 

 Electric signs, billboards or advertising devices shall be wired so that not to exceed thirteen hundred twenty (1320) watts shall be supplied from one circuit or be dependent upon one circuit. No wire smaller than No. 12 B & S gauge shall be used for any portion of any circuit supplying lighting of the same.
