ORDINANCE NO. 761
AN ORDINANCE APPROPRIATING CERTAIN SUMS OF MONEY TO DEFRAY THE NECESSARY EXPENSES AND LIABILITIES OF THE CITY OF GRAND JUNCTION, COLORADO, FOR THE FISCAL YEAR BEGINNING JANUARY 1ST, 1948, AND ENDING DECEMBER 31ST, 1948, AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND JUNCTION, COLORADO:
Section 1. That the following sums of money, or so much thereof as may be necessary, be and the same are hereby appropriated for the purpose of defraying the necessary expenses and liabilities of the City of Grand Junction, Colorado, for the fiscal year beginning January 1st, 1948, and ending December 31st, 1948, to-wit:

Section 2. That the amounts hereby appropriated for water bonds and interest and for the maintenance and improvements of the water system shall be provided for and paid out of the Water Fund.
That the amounts appropriated for Sewage Disposal Bonds and Interest and the maintenance of the Sewer Department shall be paid out of funds on hand in the Sewer Fund and from moneys collected for sewer rentals.
That the amount appropriated for the Equipment Fund shall be provided for from funds on hand in the Equipment Fund and from rentals charged on City equipment and gas tax refunds.
That the amount appropriated for Moyer Pool maintenance and improvements shall be paid out of the funds on hand in the Moyer Pool fund and revenue received from Moyer Pool for the year 1948.
That the amount appropriated for Cemeteries shall be paid out of funds on hand in the Cemetery Fund and revenue received from the operation of the cemeteries in the year 1948.
That the amount appropriated for the Library shall be paid out of funds on hand in the Library Fund and the balance by levy on all property subject to local levy within the corporate limits of the City of Grand Junction, Colorado.
That the amount appropriated for all other purposes shall be provided for by funds on hand and income from license fees, franchise tax and other miscellaneous receipts, and by levy upon all property subject to local levy within the corporate limits of the City of Grand Junction, Colorado, as hereafter stated.
Section 3. The following amounts are hereby levied for the year 1948 to meet the necessary expenditures and liabilities of the City of Grand Junction, Colorado, for the year 1948, for the specific purposes indicated.
For General Fund (based on general fund appropriation)
Twenty-four mills ($.024) . . . . $246,377.66
For Library Fund
One and five-tenths mills ($.0015) . . . . 15,398.60
Section 4. By reason of the fact that this ordinance must be in effect on January 1st, 1948, a special emergency is declared to exist and the City Council finds and determines that the passage of this ordinance is immediately necessary for the preservation of the public peace, health and safety, and that it shall take effect upon its passage.
Passed and adopted this 29th day of December, A. D. 1947.

I HEREBY CERTIFY that the foregoing emergency ordinance entitled, "AN ORDINANCE APPROPRIATING CERTAIN SUMS OF MONEY TO DEFRAY THE NECESSARY EXPENSES AND LIABILITIES OF THE CITY OF GRAND JUNCTION, COLORADO, FOR the FISCAL YEAR BEGINNING JANUARY 1ST, 1948, AND ENDING DECEMBER 31ST, 1948, AND DECLARING AN EMERGENCY," was introduced, passed, numbered 761, and ordered published by the unanimous vote of the members of the City Council of the City of Grand Junction, at a regular adjourned meeting of said Council held on the 29th day of December, A. D. 1947.
