ORDINANCE NO. 904
AN ORDINANCE AMENDING SECTIONS 2 AND 10 AND REPEALING SECTIONS 3, 4, 5 AND 6 OF CHAPTER 48 OF THE 1953 COMPILED ORDINANCES OF THE CITY OF GRAND JUNCTION, COLORADO, AND PROHIBITING THE PARKING OF TRAILERS OUTSIDE OF A LICENSED TRAILER CAMP.
WHEREAS, it is necessary in order to preserve the health and safety of the residents of the City of Grand Junction, Colorado to prohibit the parking of trailers used for human habitation outside of a licensed trailer camp;
NOW, THEREFORE, be it ordained by the City Council of the City of Grand Junction, Colorado:
Section 1. Section 2 of Chapter 48 of the 1953 Compiled Ordinances of the City of Grand Junction, Colorado, is hereby amended to read as follows:
Section 2. LOCATION OUTSIDE CAMPS.
(a) It shall be unlawful, within the limits of the City of Grand Junction, for any person to park any trailer on any street, alley, or highway, or other public place, or on any tract of land owned by any person, occupied or unoccupied, within the City of Grand Junction, except as provided in this ordinance.
(b) Emergency or temporary stopping or parking is permitted on any street, alley or highway for not longer than one hour subject to any other and further prohibitions, regulations and limitations imposed by the traffic and parking regulations or ordinances for the street, alley or highway.
(c) No person shall park or occupy any trailer on the premises of any occupied dwelling or on any lot which is not a part of the premises of any occupied dwelling either of which is situated outside of an approved trailer camp; provided, however, the parking of only one unoccupied trailer in an accessory private garage building, or in a rear yard in any district, is permitted providing no living quarters shall be maintained or any business practiced in said trailer while such trailer is so parked or stored; and provided further that any trailer which at the effective date of this Ordinance was parked or occupied within the City of Grand Junction in compliance with Ordinance No. 841, as amended by Ordinance No. 890, the Ordinances regulating automobile trailers prior to the enactment of this Ordinance, shall be permitted to remain so parked or occupied for the duration of the six month period permitted by Section 6 of said Ordinance No. 841.
Section 2. Section 10 of Chapter 48 of the 1953 Compiled Ordinances of the City of Grand Junction, Colorado, is amended to read as follows:
Section 10. COMPLIANCE WITH ZONING LAWS.
No licenses shall be granted for the construction or operation of a trailer camp in violation of the zoning or other ordinances of the City of Grand Junction.
(a) No occupied trailer shall be located within the limits of the City of Grand Junction within the recognized setback lines for the zoning district within which such trailer is located.
(b) Except as hereinafter provided, trailer camps may be located only in Business "A" and Business "B" Districts, or in Industrial "A" and Industrial "B" Districts as now or hereafter established.
(c) Trailer camps which are now in operation at the effective date of this Ordinance and which are located in zoning districts where trailer camps are prohibited by this Ordinance may continue as nonconforming uses so long as such operation is continuous; provided, however, that the owners and/or operators of all existing trailer camps shall be required to secure a license as herein provided within sixty (60) days, and to comply with all of the other provisions of this Ordinance within nine (9) months of the effective date of Ordinance No. 890.
Section 3. Sections 3, 4, 5 and 6 of Chapter 48 of the 1953 Compiled Ordinances of the City of Grand Junction, Colorado are hereby repealed.
