ORDINANCE NO. 980
AN ORDINANCE AMENDING SECTION 1, 2, 3 AND 5 OF CHAPTER 46 OF THE 1953 COMPILED ORDINANCES
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND JUNCTION, COLORADO:
Section 1. Section 1 of Chapter 46 of the 1953 Compiled Ordinances is amended to read as follows:
(a) The terms "street," "Vehicle" and "parking" are used in this ordinance as the same are defined in Traffic Ordinance No. 780 of The City of Grand Junction now in force and effect, or ordinances amendatory thereof.
(b) The term "off street parking areas" shall mean those areas acquired from time to time by the City of Grand Junction to provide parking areas other than on the streets of the City.
(c) Parking meter shall mean a mechanical device designed for the purpose of automatically gauging and indicating the time within which a vehicle is or may be parked within prescribed limits.
(d) A parking meter space shall be a space or section of a street or off-street parking area within defined lines, designed for the accommodation of some vehicle at a place where the time of parking shall be gauged or determined by a parking meter.
(e) Parking meter zone shall be an area within the corporate limits of the City of Grand Junction within which parking meters may be officially installed and operated whether on the street or off street parking areas.
(f) The word "holidays" shall mean New Year's Day, Washington's Birthday, Decoration Day, The Fourth of July, Labor Day, Armistice Day, Thanksgiving Day, Christmas.
Section 2. Section 2 of Chapter 46 of the 1953 Compiled Ordinances is amended to read as follows:
A parking-metered zone within the City of Grand Junction is hereby established upon all streets and designated off street parking areas lying within the area bounded on the north by the north line of Grand Avenue, on the east by the east line of 8th Street, on the south by the north line of Ute Avenue, and on the west by the west line of 1st Street. In addition to the metered spaces heretofore established by ordinance, resolution or motion of the City Council of the City of Grand Junction, other parking-metered spaces within such parking-metered zone may be designated and established by motions adopted from time to time by said City Council.
Section 3. Section 3 of Chapter 46 of the 1953 Compiled Ordinances is amended to read as follows:
A parking meter shall be placed firmly bordering upon the adjoining metered space. All meters shall be maintained in good workable condition and shall indicate the time allowed for parking and the amount of deposit required to be placed in said meter for parking during said time, which deposit shall consist of one five-cent coin for permission to park for one hour or a one-cent coin for permission to park for twelve minutes or other combinations of coins at the same rate of one cent for each twelve-minute parking.
Section 4. Section 5 of Chapter 46 of the 1953 Compiled Ordinances is amended to read as follows:
Every vehicle shall be parked in a metered space in a manner which will not prevent the use of adjoining parking spaces or areas or the proper use of the streets or alleys of the City. When any vehicle shall be parked in a metered space the owner, operator, manager, driver or occupant of said vehicle upon entering said metered space shall immediately deposit or cause to be deposited a five-cent coin or other proper coin of the United States so indicated upon said meter for said deposit; provided however, the parking provisions herein contained for on street parking within said zones shall not be in force and effect prior to the hour of nine-o'clock A. M. or subsequent to the hour of six o'clock P. M. or on Sundays or holidays except that the parking provisions contained shall be in force and effect at all hours and times including Sundays and holidays on the portions of Rood Avenue and Fourth Street in front of and at the sides of Lots 27 through 32 of Block 96 of the City of Grand Junction, being the premises occupied by the United States Post Office, and such parking provisions shall be in force and effect at all hours and times but not including Sundays and holidays on off street parking areas.
