ORDINANCE NO. 1054

 

AN ORDINANCE AMENDING CHAPTER 9 OF THE 1953 COMPILED ORDINANCES OF THE CITY OF GRAND JUNCTION; PROVIDING FOR THE ESTABLISHMENT OF A RECREATION DEPARTMENT, THE APPOINTMENT OF A RECREATION DIRECTOR, AND THE CREATION OF AN ADVISORY RECREATION BOARD.

 

 BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND JUNCTION, COLORADO:

 

 That Chapter 9 of the 1953 Compiled Ordinances of the City of Grand Junction, Colorado, be amended to read as follows:

 

 Chapter 9. RECREATION DEPARTMENT.

 

 Section 1. There is hereby created and established as a department of the Municipal Government of the City of Grand Junction, Colorado, a Recreation Department, which shall consist of a Recreation Director and such other employees as the Recreation Director, under the direction of the City Manager of the City, shall deem necessary.

 

 Section 2. The Recreation Director shall be appointed by the City Manager of the City of Grand Junction and shall be responsible for the operation of his Department, under the direction of the City Manager.

 

 Section 3. The City Council may appoint a Board consisting of eight (8) members to be known as the "Recreation Board" to serve in an advisory capacity to the City Manager. Each member shall serve for a term of two (2) years and without compensation. One of the members of the Recreation Board shall be an officer of the City of Grand Junction, other than the City Manager, and the remaining members shall be appointed at large. In order that the terms of office of the members of the Recreation Board shall not all expire at the same time, the Council shall appoint four (4) members to serve only for the first year; and thereafter appointments of four (4) members shall be made annually. All members of the Board shall serve until their successors have been appointed and have qualified. Any vacancies in the said Board shall be filled by the City Council. Meetings of said Recreation Board shall be called at the direction of the City Manager.

 

 Section 4. The Recreation Director shall make a report to the City Manager annually before the 15th day of September of each year, showing the activities of the Recreation Department for the preceding year and such statistical information as he deems to be of general interest. He shall also at that time make his recommendations for the budget of the Recreation Department for the ensuing calendar year.

 Section 5. The City Council shall have the sole power to lease, purchase, acquire, hold and dispose of real or personal property for recreational purposes; and it shall have the sole power to contract any indebtedness for such purpose. The City may receive real or personal property by gift, grant or devise for use of the Recreation Department.

 

 Section 6. The City Council shall provide funds for the operation of the Recreation Department out of the General Fund of the City in its annual budget and appropriation ordinance.
