ORDINANCE NO. 1154
AN ORDINANCE AMENDING SECTIONS 40 AND 170 AND SCHEDULE IV ALL IN CHAPTER 47, 1953 COMPILED ORDINANCES OF THE CITY OF GRAND JUNCTION, COLORADO, TO REGULATE THE STOPPING, STANDING OR PARKING OF VEHICLES WITHIN CERTAIN ALLEYS IN SAID CITY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND JUNCTION, COLORADO:
Section 1. That Section 40 of Chapter 47, 1953 Compiled Ordinances of the City of Grand Junction be amended to read as follows:
Section 40.--Stopping, standing or parking in alleys.
(a) No person shall stop, stand, or park a vehicle within an alley in a business district except for the expeditious loading or unloading of materials, subject to the provisions of sub-section (c) below, and, in no event, for a period of more than twenty (20) minutes; and no person shall stop, stand, or park a vehicle within an alley in a business district or any other alley in such a manner, or under such conditions as to leave available less than ten (10) feet of the width of the roadway for the free movement of vehicular traffic.
(b) No person shall stop, stand, or park a vehicle within an alley in such position as to block the driveway or entrance to any abutting property.
(c) No person shall park a passenger vehicle in any alley listed under Schedule IV, Section 2, except as provided in Section 170 (b).
Section 2. That Section 170 of Chapter 47, 1953 Compiled Ordinances of the City of Grand Junction be amended to read as follows:
Section 170.--Authority to prohibit or restrict stopping, standing, or parking of vehicles.
(a) The traffic engineer is hereby authorized, when so directed by the Council, to prohibit or restrict the stopping, standing, or parking of vehicles on any street in this municipality, and to erect signs giving notice thereof, where, in his opinion, such stopping, standing or parking of vehicles interferes with the movement of traffic thereon. Such signs shall be official signs, and no person shall stop, stand, or park any vehicle in violation of the signs.
(b) The traffic engineer is hereby authorized, when so directed by the Council, to determine alleys in which the parking of any unattended passenger vehicle for any purpose is prohibited unless said passenger vehicle has been issued a permit by the Police Department for loading in accordance with time limits and position provisions of Section 40 (a) of this Chapter. Said permit may be issued by the Police Department upon application of the owner of a passenger vehicle used for business purposes and upon payment of a $5.00 annual fee; such permit must be affixed to the inside rear window of the vehicle for which issued. For purposes of this sub-section, passenger vehicles shall be considered "attended" only when occupied by a licensed driver capable of operating the vehicle.
Section 3. That Schedule IV of Chapter 47, 1953 Compiled Ordinances of the City of Grand Junction be amended to read as follows:
SCHEDULE IV
Section 1.--Parking prohibited at all times on certain streets.
In accordance with Section 179 and when signs are erected giving notice thereof, no person shall at any time park a vehicle upon any of the following described streets or parts of streets:
(a) Fifth Street between White Avenue and North Avenue
(b) Fifth Street between Ute Avenue and Noland Avenue
(c) The South side of Ute Avenue from First Street to East City Limits
(d) The North side of Pitkin Avenue from Second Street to the East City Limits
(e) The East side of Twelfth Street from Gunnison Avenue to North Avenue
(f) North Avenue from First Street to the East City Limits
(g) Seventh Street from Grand Avenue to Teller Avenue
(h) Twelfth Street from Main Street to Gunnison Avenue
Section 2.--Prohibition against alley parking by passenger vehicles.
In accordance with Section 40 (c), as qualified by Section 170 (b), both of this Chapter, and when signs are erected giving notice thereof, no unattended passenger vehicle shall be parked for any purpose in any of the following described alleys or parts of alleys:
(a) Alley between Main Street and Colorado Avenue from First Street to Eighth Street
(b) Alley between Main Street and Rood Avenue from First Street to Eighth Street
