ORDINANCE NO. 1269
AN ORDINANCE AMENDING SECTION 31-12 OF THE CODE OF ORDINANCES OF THE CITY OF GRAND JUNCTION TO PROVIDE A CHANGE IN CERTAIN WATER RATES WITHIN THE CITY; AMENDING SECTION 31-6 OF SAID CODE TO RAISE THE RECONNECTION CHARGE FOR WATER SERVICE; AND AMENDING SECTION 31-24 TO PROVIDE FOR THE USE OF COPPER PIPE IN CITY WATER SERVICE AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND JUNCTION:
Section 1. That Section 31-12 of the Code of Ordinances of the City of Grand Junction be amended to read as follows:
Section 31-12. METER RATES. On October 1, 1967, the following monthly rates shall apply to all water used and measured by a water meter:
Rate No. 1
(a) COMMERCIAL AND RESIDENTIAL RATE (within the City limits.)
(1) Rate. Minimum charge (3,000 gallons or less) per month $2.75. Charge for each 1,000 gallons thereafter $0.30 per 1,000 gallons.
(2) Applicability. The above rates shall apply to all users within the City limits except those users covered under subsection (d) hereof. It shall be the duty of all owners and/or operators of multiple dwellings, duplex dwellings, and apartments to certify in writing to the City Water Department the location thereof and the number of family units therein. Where more than one single-family dwelling is served through a single meter, a minimum charge shall be made for each family dwelling thus served, with credit being given for a corresponding quantity of water on the total consumption. All excess water shall be at the rate of $0.30 per 1,000 gallons.
Rate No. 2
(b) Rate. COMMERCIAL AND RESIDENTIAL RATE (outside the City limits)
(1) Rate. Minimum charge (3,000 gallons or less) per month $5.50. Charge for each 1,000 gallons thereafter $0.60 per 1,000 gallons.
(2) Applicability. The above rate shall apply to all uses outside the City limits except suburban schools, manufactories, greenhouses, railroads, and bulk water companies supplying five or more users.
(3) Multiple service through one meter. Where more than one family unit or use, but less than five, is served through a single meter, or where a group of individual family units, less than five, is served by a party line through a master meter, a minimum charge shall be made for each family unit or use thus served, with credit being given for a corresponding quantity of water on the total consumption. All excess shall be at the above rate.
Rate No. 3
(c) Rate. Suburban schools, manufactories, greenhouses, railroads, and bulk water companies.
(1) Rate. Minimum charge (3,000 gallons or less) per month $3.60. Charge for each 1,000 gallons thereafter $0.40 per 1,000 gallons.
(2) Applicability. The above rate shall apply to suburban schools, manufactories, greenhouses (including hot beds when operated in connection with, and as a part of such greenhouse), railroad purposes and bulk water companies.
Rate No. 4
(d) Rate. Users of water from the Ute Water Conservancy District system who reside within the City limits.
(1) Rate. Minimum charge (3,000 gallons or less) per month $4,00. Charge for each 1,000 gallons thereafter $0.50 per 1,000 gallons.
(2) Applicability. The above rate shall apply to those City residents using water from the Ute Water Conservancy District system and considered and billed by the City as individual customers under the agreement between said District and the City.
(e) Family unit defined. As used in this chapter, a family unit shall mean a building or part thereof occupied as a permanent abiding place by one or more individuals living and cooking on the premises as a single housekeeping unit.
Section 2. That Section 31-6 of the Code of Ordinances of the City of Grand Junction be amended to read as follows:
Sec. 31-6 RESUMPTION OF SERVICE AFTER DISCONTINUED.
Whenever the water shall have been shut off for non-payment of water rent, the water shall not be turned on again until the back water rentals have been paid, together with an additional four dollars for the trouble and expense of shutting off and turning on the water.
Section 3. That Section 31-24 of the Code of Ordinances of the City of Grand Junction be amended to read as follows:
Sec. 31-24 APPLICATION FOR SERVICE PIPE; COST OF INSTALLATION.
Service pipes of suitable size will be furnished upon application to the treasurer of the City and the prepayment of the charges therefor as hereafter provided, and the utilities department shall furnish all labor and materials necessary for such construction, including tapping of mains, installation of brass corporation cocks, brass curb cocks and connections, stop box, and such K-copper pipe as may be necessary. Where the laying of the service pipe and connections are necessitated by the paving of the street, the property owner will be given the option of paying the cost of same in cash or having it assessed against his property the same as the cost of the paving is assessed.
Section 4. It is hereby declared that a special emergency exists and that this ordinance is necessary for the preservation of the public peace, health and safety and shall take effect upon its passage.

I HEREBY CERTIFY that the foregoing emergency ordinance entitled AN ORDINANCE AMENDING SECTION 31-12 OF THE CODE OF ORDINANCES OF THE CITY OF GRAND JUNCTION TO PROVIDE A CHANGE IN CERTAIN WATER RATES WITHIN THE CITY; AMENDING SECTION 31-6 OF SAID CODE TO RAISE THE RECONNECTION CHARGE FOR WATER SERVICE; AND AMENDING SECTION 31-24 TO PROVIDE FOR THE USE OF COPPER PIPE IN CITY WATER SERVICE, AND DECLARING AN EMERGENCY was introduced, read, passed and adopted as an emergency ordinance, numbered 1269 and ordered published by the unanimous vote of the members of the City Council of the City of Grand Junction, at a regular meeting of said Council held on the 20th day of September, 1967.
