ORDINANCE NO. 1410
AN ORDINANCE AMENDING SEWER CHARGES; REGULATIONS REQUIRING SEWER CONNECTION AND DECLARING AN EMERGENCY.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND JUNCTION:
1. THAT Section 25-1 (a) Chapter 25 of the Code of Ordinances of the City of Grand Junction be amended to read as follows:
Sec. 25-1. SERVICE CHARGES: HOOKUP PERMIT; IN-CITY CONNECTION CHARGES.
(a) Commencing December 1, 1971, there shall be levied and assessed upon each lot, parcel of land, building or premises having any connection, o eligible for connection under Sec. 25-7 of the Code with the sewer system of said city, sewer service charges or rentals as follows:
(1) Single family dwelling $2.05 per month.
(2) Duplex family dwelling $4.10 per month.
(3) Multiple family dwelling $6.15 per month plus $1.00 per month for each additional unit.
(4) Rooming houses $2.05 per month plus $0.40 per month for each room available for renting.
(5) Commercial properties Forty per cent including hotels and motels (40%) of the charge made for water Rate No. 1 to the closest multiple of five cents (5) with minimum charge of $2.05.
(6) Industrial and An amount to be agreed upon manufacturing uses between the city and the city and the user based on volume of sewage, bio- chemical oxygen demand suspended solids, grease and other accepted criteria.
(7) Septic tank operators Charges for disposal charges service shall be made at double the equivalent city rate, except where other- wise provided by contract.
(8) Septic tank operators Charges for 650 gallons
disposal charges or less tank trucks at
receiving platform Water Pollution Control Plant $2.05 per load. (Excludes sand, oil and grease trap cleanings which are Prohibited.)
(b) No connection shall be made to the city's sewerage system until a permit therefor has been obtained from the building department of the city and a fee of $5.00 paid for such permit.
2. THAT Section 25-7 of Chapter 25 of the Code of Ordinances of the City of Grand Junction be amended to read as follows:
SEC. 25-7. CONNECTION REQUIRED.
Any building or premises within four hundred feet of a sanitary sewer shall be connected therewith. At the time of connecting to the sewer, or no later than one hundred twenty (120) days after notice of availability of sanitary sewer, the monthly service charge will commence.
3. Because established utility rates have failed to provide adequate revenues for operation of the utility systems together with debt service, a special emergency exists making this ordinance necessary for the preservation of the public peace, health and safety, and it shall become effective upon its passage for the purposes stated.
