ORDINANCE NO. 1472

AN ORDINANCE AMENDING CHAPTER 11 OF THE CODE OF

ORDINANCES OF THE CITY OF GRAND JUNCTION, THE

SAME COVERING ELECTRICAL REGULATIONS IN THE CITY

AND ADOPTING BY REFERENCE THE NATIONAL ELECTRICAL CODE,

1971 EDITION.

 BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND JUNCTION:

 

 That the following sections of Chapter 11 of the Code of Ordinances of

the City of Grand Junction be amended to read as follows, and that the National Electrical Code, 1971 Edition, be adopted by reference as hereinafter set out:

 

Sec. 11-2. OFFICE OF INSPECTOR CREATED, ADMINISTRATIVE DUTIES.

There shall be an electrical inspector (Master License or

Journeyman License) who shall have supervision of the installation,

use or maintenance of any wire or cable or other electrical

fixture used or to be used, and it shall be his duty to examine

all new and old electrical wiring, fittings, fixtures, apparatus

and all electrical appliances used for light, heat, or power,

within the limits of the city, and who, under the direction and control of the building official,shall have full power to control the affairs of that department.

Sec. 11-8. WHEN NOT REQUIRED.

Permits will not be required for minor repair work such as repair

of switches, replacing fuses, changing sockets and receptacles,

taping bare joints, repairing drop cords, or wiring required for

experimental electrical work. Any person hired to do work for which

a permit is not required need not be licensed under this chapter.

Sec. 11-12. PERMIT FEES.

a. In order to procure a permit for the installation of electric

wiring or fittings, fixtures, apparatus, and appliances used for

light, heat or power, or for making alterations in or additions to

present equipment of any existing electrical installations, the person applying for and receiving such permit shall pay to the city treasurer the amount required by the following schedule of fees; provided, however, that no permit shall be issued to any person who is not a holder of the license required by this chapter, and provided further that this chapter shall not be construed to prohibit any property owner from himself doing electrical work in or about his own property provided he shall first obtain a permit and

license, which license shall be issued upon the payment of a fee

of one dollar ($1.00), and likewise satisfy the electrical

inspector that he is competent to make such installation and repairs.

b. The following schedule of permit fees is hereby provided for

all electrical work in the city:

RESIDENTIAL: CONSTRUCTION AND EXTENSIVE REMODELING

(based on enclosed living area), but not to include extensions

to or minor remodeling of existing installations which will be based on the valuation of work (fee schedule below).

CONDOMINIUMS ARE BASED ON SQ. FOOTAGE OF EACH INDIVIDUAL UNIT.

 

WIRING OF MOBILE HOMES AND TRAVEL TRAILERS ARE BASED ON SQUARE FOOTAGE.

Not more than 1000 sq. ft.        $ 7.50

Over 1000 sq. ft. and not more than 1500 sq. ft. l0.00

Over 1500 sq. ft. and not more than 2000 sq. ft. 15.00

Per 100 sq. ft. in excess of 2000 sq. ft. .25

Reinspections 5.00

 

   All other fees shall be computed on the dollar value of the

   electrical installation including fixtures and installation

   costs thereof, as follows:

MOBILE HOMES AND TRAVEL TRAILER PARKS

Per space 5.00

 

   In the event that an application for inspection is not

   filed in advance of the commencement of an installation,

   or prior to the sale of any new mobile home, travel

   trailer, modular home, or camper, as required, the

   inspection fee shall be twice the amount prescribed

   therefor in this section.

 

   c. The fee hereinbefore provided shall not include more than

   three inspections and all additional inspections or re-inspections

   shall be charged for at the rate of Six Dollars ($6.00) each;    provided that this shall not be construed to apply to the wiring of    large buildings where wires are to be concealed and where    non-inspection would delay the progress of the building operations.

 

In case a person takes out a permit to do the body wiring of any

   building or structure, he shall be allowed to install all fixtures

   thereof without extra fee.

 

   Sec. 11-13. NOTICE WHEN WORK READY FOR INSPECTION;

    INSPECTION REQUIRED.

    Any person shall, on the immediate completion of any electrical

   work covered by any permit, notify the electrical inspector that

   such electrical work is ready to inspect, and it shall be the duty

   of the electrical inspector, or his qualified representatives, to

   inspect all such wiring within forty-eight hours after the receipt

   of such notice, Saturdays, Sundays and holidays not included.

 

   Sec. 11-17. ISSUANCE OF CERTIFICATE OF INSPECTION.

 

On completion of any work covered by any permit, and in    accordance with all the provisions of this chapter, the electrical    inspector shall issue a certificate of inspection if requested.

 

   Sec. 11-22. INTERIOR WIRING.

 

    c. All wires smaller than #8 shall be copper.

   Sec. 11-26. NATIONAL CODE ADOPTED.

 

    The National Electrical Code 1971 as amended promulgated by the

   National Fire Protection Association, 60 Batterymarch Street.    Boston, Massachusetts, is hereby approved and adopted by reference.

 

a. In the adoption of the Code by reference, three certified

   copies of the Code shall be placed with the City Clerk for    inspection by members of the public during business hours and prior    to the adoption of the Code in accordance with statutory statement    and a notice of hearing to Consider the adoption of such code shall    be published as required by statute.

 

b. The penalty for violating the provisions of the code as well

   as the other provisions of the electrical ordinance shall be a fine

   not exceeding Three Hundred Dollars ($300.) or imprisonment for a

   term not exceeding ninety days or both such fine and imprisonment    at the discretion of the court in addition to other remedies    available for enforcement of the Code and Ordinance.

 

Sec. 11-27. INSTALLATION AND EQUIPMENT STANDARDS.

j. Homes of seven hundred square feet floor area, using outside

dimensions, shall have at least an eight circuit panel and a (70)

amp. minimum. Over seven hundred square feet, sixteen circuit

panel and a (100) amp. minimum. All homes shall have an outside

disconnect.

ARTICLE II. CONTRACTORS AND ELECTRICIANS

Sec. 11-37. LICENSES, BOND REQUIRED; FEES.

a. (1) Providing further, that before such license shall be

granted said person, there shall be paid to the city treasurer

the sum of twenty-five dollars, ($25.00), which shall be the annual

fee for said license. The electrical inspector shall make such

examinations or investigations necessary to satisfy himself upon the

qualifications of such applicant and report his recommendations in

writing to the city clerk.

Sec. 11-42. ELECTRICAL MAINTENANCE LICENSE.

An electrical maintenance license may be obtained by a property

owner who intends to do electrical maintenance work on his property.

Any person who directs, supervises, or controls the installation,

alteration, repair or maintenance of electrical equipment,wires or

apparatus on or about his employer's business or premises shall be

required to have an electrical maintenance license.
