ORDINANCE NO. 1742
AN ORDINANCE RELATING TO THE REGULATION OF THE ERECTION, INSTALLATION, ALTERATION, ADDITION REPAIR, RELOCATION, REPLACEMENT, MAINTENANCE OR USE OF ANY PLUMBING SYSTEM; ADOPTING BY REFERENCE THE UNIFORM PLUMBING CODE OF THE INTERNATIONAL ASSOCIATION OF PLUMBING AND MECHANICAL OFFICIALS 1976 EDITION; PROVIDING FOR THE ISSUANCE OF PERMITS AND COLLECTION OF FEES THEREFOR; PROVIDING PENALTIES FOR THE VIOLATION THEREOF; AND REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT THEREWITH.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND JUNCTION, COLORADO:
1. Pursuant to the authority conferred by the laws of the State of Colorado and the Charter of the City of Grand Junction, Colorado, there is hereby adopted as the plumbing code of the City of Grand Junction, by reference thereto, the Uniform Plumbing Code, 1976 Edition, published by the International Association of Plumbing and Mechanical Officials, 5032 Alhambra Avenue, Los Angeles, California 90032, all to have the same force and effect as though set forth herein in every particular.
2. Amendments:
(a) Plumbing Fees - Effective January 1, 1974
For issuing each permit . . . $2.00
In addition:
For each plumbing fixture or trap or set of fixtures on one trap (including water, drainage piping and backflow protection therefor) . . . $1.50
For each building sewer and each trailer park sewer . . . $5.00
Rainwater systems, per drain . . . $2.00
For each industrial waste pre-treatment interceptor, including its trap and vent, excepting kitchen type grease interceptors functioning as fixture traps . . . $1.00
For installation or alteration of water piping and/or water treating equipment . . . $1.50
For alteration of drainage or vent piping . . . $1.50
For each lawn sprinkler system on any one meter including backflow protection devices therefor . . . $3.00
For vacuum breakers or backflow protective devices on tanks, vats, etc. or for installation on unprotected plumbing fixtures including necessary water piping one (1) to five (5) . . . $2.00
Over five (5), each . . . $ .30
(b) Section 401 - Materials
(a) Drainage pipe shall be cast iron, galvanized steel, galvanized wrought iron, lead, copper, brass, ABS, PVC or other approved materials having a smooth and uniform bore except:
1. That no galvanized wrought iron or galvanized steel pipe shall be used underground and shall be kept at least six (6) inches above ground.
2. ABS or PVC installation limited to Commercial drainage systems (Exception: Commercial kitchens, laundries, industrial waste and installations in non-combustible buildings).
3. ABS or PVC installations limited to residential construction including hotels and motels not more than two (2) stories in height (Exception: Installation in non-combustible buildings).
(c) Section 503 - Materials
(a) Vent pipe shall be cast iron, galvanized steel, galvanized wrought iron, lead, copper, brass, ABS, PVC or other approved materials except:
1. That no galvanized wrought iron or galvanized steel pipe shall be used underground and shall be kept at least six (6) inches above ground.
2. ABS or PVC installations limited to Commercial drainage systems (Exception: Commercial kitchens, laundries, industrial waste and installations in non-combustible buildings).
3. ABS or PVC installations limited to residential construction, including hotels and motels not more than two (2) stories in height (Exception: Installation in non-combustible buildings).
(d) Section 613 - Wet Venting
(a) Vertical wet venting is limited to vertical drainage piping receiving the discharge from the trap arm of 1 and 2 fixture unit fixtures that also serves as a vent for not to exceed four (4) fixtures. All wet vented fixtures shall be on the same floor level; provided, further, that fixtures with a continuous vent discharging into a wet vent shall be on the same floor level as the wet vented fixtures.
(b) The vertical piping between any two consecutive inlet levels shall be considered a wet vented section. Each wet vented section shall be a minimum of one (1) pipe size larger than the required minimum waste pipe size of the upper fixture but in no case less than two inches (2"). Identical fixtures installed back to back and side by side shall have their fixture inlets at the same level.
(c) Common vent sizing shall be the sum of the fixture units served but in no case smaller than the minimum vent pipe size required for any fixture served, or by section 504.
(d) Horizontal wet venting is limited to not more than one fixture unit draining into a 1 1/2 inch diameter wet vent or not more than four fixture units draining into a 2 inch diameter wet vent.
3. A public hearing on the adoption by reference thereto of the Uniform Plumbing Code, 1976 Edition, be and the same is hereby scheduled in the City Council Chambers in the City of Grand Junction, Colorado, at 7:30 o'clock P.M. on the 7th day of June, 1978, and the City Clerk is hereby directed to publish Notice of said public hearing in the manner and style and pursuant to the schedule of such publication prescribed in Colorado Revised Statutes 31-12-403 (1973).
4. At least three copies of the Uniform Plumbing Code, 1976 Edition, all certified to be true copies, shall be on file in the office of the City Clerk of the City of Grand Junction, Colorado, at least fifteen (15) days preceding said hearing and may be inspected by any interested persons between the hours of 8:00 A.M. and 5:00 P.M., Monday through Friday.
5. Any violation of the plumbing code of the City of Grand Junction, Colorado, from and after the effective date thereof shall be punishable by a fine not exceeding three hundred dollars ($300.00) or imprisonment for a term not exceeding ninety (90) days, or by both such fine and imprisonment.
6. Any and all sections or parts of section of the Code of Ordinances of the City of Grand Junction, Colorado, as amended, in conflict or inconsistent herewith are hereby repealed.
