ORDINANCE NO. 1849

 

AN ORDINANCE ALTERING THE STRUCTURE OF AND INCREASING THE RATES FOR THE USE OF THE SEWERAGE SYSTEM FOR THE CITY OF GRAND JUNCTION.

 

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND JUNCTION:

 

1. That Section 25-14 of the Code of Ordinances of the City of Grand Junction be amended by the addition of a subsection (g).1:

 

(g).1.

 

Equivalent Residential Unit or E.Q.U. - The basis for determination of the user fee for sewerage system use.

 

2. That Section 25-47 of the Code of Ordinances of the City of Grand Junction be repealed and re-enacted to read as follows:

 

Section 25-47. Service charges; hookup permit.

 

(A)(1). There shall be levied and assessed upon each lot, parcel of land, building or premises having any connection, or eligible for connection under Section 25-18 of the Code with the sewer system of the City, monthly sewer service charges or rentals computed by multiplying the E.Q.U. by the following factors, to wit:

 

(a) Single family dwelling = 1.00 EQU

 

(b) Multiple family dwellings = 0.72 x no. of single family units

 

(c) Hotels and motels:

 

1. No restaurant or kitchen = 0.36 x no. of rooms

 

2. With kitchenette = 0.43 x no. of rooms

 

3. With restaurants = use (1) then add rates from (d) below

 

(d) Restaurants:

 

1. 24 hour operation = 0.21 x no. of seats

 

2. 12 hour or less operation = 0.14 x no. of seats

 

3. Bar, no food = 0.04 x no. of seats

 

(e) Schools:

 

1. No food or showers = 0.04 x no. of student capacity

 

2. For cafeterias = add to (1) 0.02 x no. of student capacity

 

3. For showers = add to (1) 0.02 x no. of student capacity

 

4. Boarding schools = 0.27 x no. of student capacity

 

(f) Service stations:

 

1. Without wash rack = 1.00 EQU

 

2. With wash rack = 2.3 x no. wash racks

 

(g) Shopping centers and Stores = 0.35 x no. of thousands of square feet of store space

 

(h) Travel trailer parks and courts = 0.45 x no. of trailer parking spaces

 

(i) Churches, assembly halls, theaters and arenas = 0.01 x no. of seating capacity

 

(j) Drive-in Theater = 0.02 x no. of car spaces

 

(k) Factory, warehouses, shops and offices (not including industrial waste) = 0.05 x no. of employees

 

(l) Hospitals = 0.89 x no. of bed spaces

 

(m) Institutions, nursing homes = 0.36 x no. of residences

 

(n) Laundry, coin operated = 1.34 x no. of washing machines

 

(o) Mobile home parks = 0.67 x no. of lots or spaces

 

(p) Car wash = 2.3 x no. of bays

 

(q) Fast food take out (walk-up or drive-up)

 

1. Open 12 or more hours = 0.10 x no. of employees

 

2. Open less than 12 hours = 0.06 x no. of employees

 

(A)(2). Beginning with the billings sent out after January 1, 1980, the EQU will be $4.20.

 

(B) No connection shall be made to the city's sewerage system until a permit therefor has been obtained from the building department of the city a fee of five dollars ($5.00) paid for such permit.

 

(C) The cost of connection to the city's sewerage system shall be as provided in Section 18-19 of this Code. The cost therein provided for contemplates that the city will perform the installation of the required laterals. The city engineer may determine that the laterals are to be installed by the proposed connector, in which event, the connection charge may be adjusted by the engineer to effect a fairness of charge for the connection.
