ORDINANCE NO. 2103

AN ORDINANCE ESTABLISHING A FEE FOR MONITORING ALARM SYSTEMS WHICH TERMINATE IN THE 911 DISPATCH CENTER IN THE CITY OF GRAND JUNCTION.

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND JUNCTION:

That Article III of Chapter 22 of the Code of Ordinances of the City of Grand Junction be amended by the addition of a Division 3, reading as follows:

DIVISION 3. FEE FOR MONITORING ALARM SYSTEMS.

Sec. 22-70. Definitions.

(1) Alarm Company - Any individual, partnership, corporation or company engaged in the business of selling, installing or maintaining alarm systems.

(2) Installed Alarm - Any alarm signal, fire intrusion or holdup that terminates in the Greater Grand Valley Communications Center and is monitored by dispatch personnel.

(3) Installed Alarm Month - Any alarm that is installed on or between the first day and the 15th day of any month, and the signal is monitored by dispatch personnel will be considered a full month.

Sec. 22-71. Monitoring Fees.

(1) Each alarm company will pay such sum as may be from time to time established by City Council, by resolution, per installed alarm per month to the Greater Grand Valley Communications Center (or City of Grand Junction) for each alarm monitored by dispatch personnel. Until such time as the Council may act, the sum per installed alarm per month shall be $2.50.

(2) Each alarm company will be billed on the first day of each calendar quarter, i.e., January 1, April 1, July 1 and October 1.

(3) Each alarm company will pay amount owed by the 15th day of the second month of each quarter, i.e., February 15, May 15, August 15 and November 15.

(4) Any adjustments for nonpayments by, bad debts and disconnections of a company will be made on an individual basis by the Board of Directors of the Greater Grand Valley Communications Center.
