ORDINANCE NO. 2112
AN ORDINANCE RELATING TO THE REGULATION OF PLUMBING, DRAIN, WASTE AND VENT, WATER PIPING AND INSTALLATION OF HOT WATER HEATERS AND OTHER PLUMBING APPLIANCES WITHIN THE CITY OF GRAND JUNCTION, COLORADO; ADOPTING BY REFERENCE THERETO THE UNIFORM PLUMBING CODE OF THE INTERNATIONAL ASSOCIATION OF PLUMBING AND MECHANICAL OFFICIALS, 1982 EDITION, TOGETHER WITH THE APPENDIX THERETO WITH CERTAIN AMENDMENTS THERETO; PROVIDING PENALTIES FOR THE VIOLATION THEREOF; AND REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT THEREWITH.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND JUNCTION, COLORADO:
(A) Pursuant to the laws of the State of Colorado and the Charter of the City of Grand Junction, Colorado, there is hereby adopted a Plumbing Code of the City of Grand Junction by reference thereto the Uniform Plumbing Code, 1982 Edition, including the appendix thereto, with certain amendments thereto published by the International Association of Plumbing and Mechanical Officials, 5032 Alhambra Avenue, Los Angeles, California, 90032, all to have the same force and effect as though set forth herein in every particular.
(B) Amendments
1. Section 20.7, SCHEDULE OF FEES, be amended as follows:
For issuance of each permit . . . $3.00
In Addition - For each plumbing fixture or trap or set of fixtures on one trap (including water, drainage piping and backflow protection therefore) . . . $1.50
For each building sewer and each trailer park sewer . . . $5.00
Rainwater systems per drain (inside building) . . . $1.50
For each industrial waste pre-treatment interceptor, including its trap and vent, excepting kitchen type grease interceptors functioning as fixture traps . . . $1.50
For installation, alteration or repair of water piping and/or water treating equipment . . . $1.50
For repair or alteration of drainage of vent piping . . . $1.50
For each lawn sprinkler system on any one meter including backflow protection devices thereof . . . $3.00
For vacuum breakers or backflow protective devices on tanks, vats, etc., or for installation on unprotected plumbing fixtures, including necessary water piping - one (1) to four (4) . . . $1.50
Five (5) or more, each . . . $.50
Reinspection fee . . . $15.00
2. Section 613 is amended to add Subsection (d) as follows:
(d) HORIZONTAL WET VENTING IS LIMITED TO TWO (2) FIXTURE UNITS DRAINING INTO VENT OF FOUR FIXTURE UNIT TRAP, PROVIDED THAT THE WET VENTED SECTION IS INCREASED ONE SIZE OVER THE UPPER REQUIRED DRAIN SIZE.
(C) A public hearing on the adoption by reference thereto of the Uniform Plumbing Code, 1982 Edition, including the Appendix thereto, with certain amendments thereto, and the same hereby is scheduled in the City Council Chambers in the City of Grand Junction, Colorado, at 7:30 P.M. on the 16th day of March, 1983, and the City Clerk is hereby directed to publish Notice of said public hearing in the manner and style and pursuant to the schedule of such publication prescribed in Colorado Revised Statutes 31-16-201.
(D) At least three copies of the Uniform Plumbing Code, 1982 Edition, together with Appendix thereto, with certain amendments thereto, all certified to be true copies, shall be on file in the office of the City Clerk of the City of Grand Junction, Colorado, at least fifteen (15) days preceding said hearing and may be inspected by any interested person between the hours of 8:00 A.M. and 5:00 P.M., Monday through Friday.
(E) Any violation of the plumbing code of the City of Grand Junction, Colorado, from and after the effective date thereof shall be punishable by a fine not exceeding three hundred dollars ($300.00) or imprisonment for a term not exceeding ninety (90) days, or by both such fine and imprisonment.
(F) Any and all sections or parts of sections of the Code of Ordinances of the City of Grand Junction, Colorado, as amended, in conflict or inconsistent herewith, are hereby repealed.
(G) This Ordinance shall become Section 21-1 of the Code of Ordinances of the City of Grand Junction.
