ORDINANCE NO. 2237
ADDING MATERIAL TO THE PURPOSE SECTION OF THE ZONING AND DEVELOPMENT ORDINANCE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND JUNCTION:
That Section 3-1 of Chapter Three of Chapter 32 of the Code of Ordinances of the City of Grand Junction be amended by the addition of the following two paragraphs:
"It is recognized that the policies contained in this Chapter cannot be written to apply to every potential situation and that specific conditions, locations or other factors may arise that were not anticipated at the time of policy adoption. The Planning Commission and/or governing body are authorized to make interpretations as to the meaning or applicability of these policies to a particular circumstance, as long as these interpretations do not contradict the goals or objectives which the policies were designed to achieve.
"Policy interpretation is an administrative process and does not require public notice as defined in this code. However, in order to maintain consistency, interpretations of policy should be placed on record at an official meeting of the Commission or governing body, either in conjunction with a motion on a specific development request or as a separate motion. The Staff will maintain records of all interpretations for dissemination to the public."
