ORDINANCE NO. 2279

 

AN ORDINANCE RELATING TO THE REGULATION OF PLUMBING, DRAIN, WASTE AND VENT, WATER PIPING AND INSTALLATION OF HOT WATER HEATERS AND OTHER PLUMBING APPLIANCES WITHIN THE CITY OF GRAND JUNCTION, COLORADO; ADOPTING BY REFERENCE THERETO THE UNIFORM PLUMBING CODE OF THE INTERNATIONAL ASSOCIATION OF PLUMBING AND MECHANICAL OFFICIALS, 1985 EDITION, TOGETHER WITH THE APPENDIX THERETO WITH CERTAIN AMENDMENTS THERETO; PROVIDING PENALTIES FOR THE VIOLATION THEREOF; AND REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT THEREWITH.

 

BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND JUNCTION, COLORADO:

 

1. Pursuant to the laws of the State of Colorado and the Charter of the City of Grand Junction, Colorado, the Uniform Plumbing Code, 1985 Edition, including the appendix thereto, with certain amendments thereto published by the International Association of Plumbing and Mechanical Officials, 5032 Alhambra Avenue, Los Angeles, California 90032, is hereby adopted as the Plumbing Code of the City of Grand Junction by reference thereto, all to have the same force and effect as though set forth herein in every particular.

 

2. Amendments to code sections are as follows:

 

(A). Schedule of Fees, Page 4a is adopted in its entirety with the following amendment:

 

"For issuing each permit $10.00"

 

(B). Section 613(a) is amended to read as follows:

 

"(a). Vertical wet venting is limited to vertical drainage piping receiving discharge from the trap arm of one (1) or two (2) fixture unit fixtures that also serve as a vent for not to exceed four (4) fixtures. All wet vented fixtures with a continuous vent discharging into a wet vent shall be on the same floor level as the wet vented fixtures."

 

(C). Section 613 is amended by the addition of a section (d) reading as follows:

 

"(d). Horizontal wet venting is limited to horizontal drainage piping receiving the discharge from the trap arm of one (1) or two (2) fixture unit fixtures that also serves as a vent for not to exceed two (2), four (4) or six (6) fixture unit fixtures."

 

(D). Section 1309 is amended to read as follows:

 

"Sec. 1309 - Prohibited Locations. No water heater which depends on the combustion of fuel for heat shall be installed in any room used or designed to be used for sleeping purpose, bathroom, clothes closet or in any closet or other confined space opening into any bath or bedroom. No water heater which depends on the combustion of fuel for heat shall be installed under a stairway and landing.

 

Exception: Sealed combustion chamber-type heaters may be installed in the above location except under stairways and landings."

 

3. A public hearing on the adoption by reference thereto of the Uniform Plumbing Code, 1985 Edition, including the Appendix thereto, with certain amendments thereto, is scheduled in the City-County Auditorium at City Hall in the City of Grand Junction, Colorado, at 7:30 p.m. on the 5th day of March, 1986, and the City Clerk is hereby directed to publish Notice of said public hearing in the manner and style and pursuant to the schedule of such publication prescribed in Colorado Revised Statutes 31-16-201.

 

4. At least three copies of the Uniform Plumbing Code, 1985 Edition, together with Appendix thereto, with certain amendments thereto, all certified to be true copies, shall be on file in the office of the City Clerk of the City of Grand Junction, Colorado, at least fifteen (15) days preceding said hearing and may be inspected by any interested person between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday.

 

5. Any violation of the plumbing code of the City of Grand Junction, Colorado, from and after the effective date thereof shall be punishable by a fine not exceeding three hundred dollars ($300.00) or imprisonment for a term not exceeding ninety (90) days, or by both such fine and imprisonment.

 

6. Any and all sections or parts of sections of the Code of Ordinances of the City of Grand Junction, Colorado, as amended, in conflict or inconsistent herewith, are hereby repealed.

 

7. This Ordinance shall become Section 21-1 of the Code of Ordinances of the City of Grand Junction.
