ORDINANCE NO. 2280
AN ORDINANCE PROVIDING MINIMUM STANDARDS TO SAFEGUARD LIFE AND LIMB, HEALTH, PROPERTY AND PUBLIC WELFARE BY REGULATING AND CONTROLLING THE DESIGN, CONSTRUCTION, INSTALLATION, QUALITY OF MATERIALS, LOCATION, OPERATION AND MAINTENANCE OF HEATING, VENTILATING, COOLING, REFRIGERATION SYSTEMS, INCINERATORS AND OTHER MISCELLANEOUS HEAT-PRODUCING APPLIANCES WITHIN THE CITY OF GRAND JUNCTION, COLORADO; ADOPTING BY REFERENCE THERETO THE UNIFORM MECHANICAL CODE OF THE INTERNATIONAL CONFERENCE OF BUILDING OFFICIALS AND THE INTERNATIONAL ASSOCIATION OF PLUMBING AND MECHANICAL OFFICIALS, 1985 EDITION, TOGETHER WITH APPENDIX THERETO, WITH CERTAIN AMENDMENTS THERETO; PROVIDING PENALTIES FOR THE VIOLATION THEREOF, AND REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT THEREWITH.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND JUNCTION, COLORADO:
1. Pursuant to the authority conferred by the laws of the State of Colorado and the Charter of the City of Grand Junction, Colorado, there is hereby adopted a Mechanical Code of the City of Grand Junction by reference thereto, the Uniform Mechanical Code, 1985 Edition, including the appendix thereto, with certain amendments thereto, published by the International Conference of Building Officials, 5360 Workmen Mill Road, Whittier, California 90601, and the International Association of Plumbing and Mechanical Officials, 5032 Alhambra Avenue, Los Angeles, California 90032, all to have the same force and effect as though set forth in every particular.
2. The sections which follow are amended as indicated:
(a) Table 3-A is adopted in its entirety with the following modifications:
"Permit Issuance
For the issuance of each permit $10.00
Fireplace stoves $6.00"
(b) Table 5A is amended by the addition of fireplace stoves to read as follows:
"From back - 36"; From sides - 36"
(c) Footnote 5 to Table 5-A is amended to read:
"The 36" clearance may be reduced to 18" when protection equivalent to that provided by Items (a) through (g) of Table 5-B is applied to combustible construction."
(d) Section 508 is amended to read as follows:
"Sec. 508. Appliances installed in garages, warehouses or other areas where they may be subjected to mechanical damage shall be suitably guarded against such damage by being installed behind protective barriers or by being elevated or located out of the normal path of vehicles.
Heating and cooling equipment located in a garage and which generates a glow, spark or flame capable of igniting flammable vapors shall be installed with the pilots and burners or heating elements and switches at least 18 inches above the floor level.
Where such appliances installed within a garage are enclosed in a separate approved compartment having access only from outside of the garage such appliances may be installed at floor level, provided the required combustion air is taken from and discharged to the exterior of the garage.
Heating equipment located in rooms where cellulose nitrate plastic is stored or processed shall comply with the Fire Code.
No appliance which depends on the combustion of fuel shall be installed under any stairway or stair landing."
(e) Section 2213 of Appendix B is amended by addition of subsection (n) to read as follows:
"(n). The gas meter or riser for the gas connection to a mobile home shall be maximum of 2 feet from the home. For risers or meters that exceed 2 feet from mobile home the gas line shall extend underground to within 2 feet of home (installation shall comply with subsection (d) above)."
(f) Section 2221(h) of Appendix B is amended to read:
"(h). Each mobile home shall be connected to the mobile home outlet by an approved mobile home connector, a minimum of 2 feet in length."
3. A public hearing on the adoption by reference of the Uniform Mechanical Code, 1985 Edition, including the appendix thereto, with certain amendments thereto, is scheduled in the City-County Auditorium at City Hall in the City of Grand Junction, at 7:30 p.m. on the 5th day of March, 1986, and the City Clerk is hereby directed to publish Notice of said public hearing in the manner and style and pursuant to the schedule of such publication prescribed in Colorado Revised Statutes 31-16-201.
4. At least three copies of the Uniform Mechanical Code, 1985 Edition, together with appendix thereto, with certain amendments thereto, all certified to be true copies, shall be on file in the office of the City Clerk of the City of Grand Junction, Colorado, at least fifteen (15) days preceding said hearing and may be inspected by any interested person between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday.
5. Any violation of the mechanical code of the City of Grand Junction, Colorado, from and after the effective date thereof shall be punishable by a fine not exceeding three hundred dollars ($300.00) or imprisonment for a term not exceeding ninety (90) days, or by both such fine and imprisonment.
6. Any and all sections or parts of sections of the Code of Ordinances of the City of Grand Junction, Colorado, as amended, in conflict herewith, are hereby repealed.
7. This Ordinance shall become Section 18.25-1 and 18.25-2 of the Code of Ordinances of the City of Grand Junction.
