ORDINANCE NO. 2506
ESTABLISHING A PROGRAM TO IDENTIFY AREAS OF THE CITY THAT HAVE DEFICIENT FIRE PROTECTION AND MEANS AND METHODS TO UPGRADE EXISTING FIRE FIGHTING CAPABILITIES
WHEREAS, the City Council determines that it would be irresponsible if the City Council did not make provision for sufficient water to be available throughout the City to fight fire; and
WHEREAS, the Fire Department has identified several areas of the City that have inadequate water available for fighting fires because of undersized lines or inadequate fire hydrants; and
WHEREAS, the Public Works Department has proposed a plan for upgrading lines and installing fire hydrants in order to meet the minimum standards set forth in Ordinance #2497.
WHEREAS, Ordinance #2497 authorizes the City Council to require other water providers to also upgrade water lines and fire hydrants for those areas of the City where water is provided by such water providers; and
WHEREAS, the Council determines that five years is a reasonable period of time within which all water lines should be upgraded and fire hydrants installed in order to provide adequate fire protection throughout the City; and
WHEREAS, the Council recognizes that other water providers will need a reasonable period of time to plan to make such necessary improvements and the Council finds that a reasonable period to make such plans is three months;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND JUNCTION:
1. On or before March 1, 1996, all water providers who operate within the City limits or who provide water to any structure within the City limits shall make such changes in their distribution systems as may be required in order to comply with the provisions of Ordinance #2497.
2. In order to determine if such water providers have adequately planned for the necessary upgrades, each water provider operating within the City or providing water to any structure within the City shall submit a plan to the City Council on or before June 1, 1991. Such plan shall include the following:
A. Identification of areas served by such water providers within the City which do not have lines and fire hydrants complying with Ordinance #2497.
B. Estimated dates for upgrading each such area both as to fire hydrants and water supply lines.
C. A fiscal analysis which will establish the ability of the water provider to pay for the required improvements proposed.
D. Proposed written policies or regulations to be implemented by the water provider as may be required in order that: (a) all future water lines comply with the minimum standards set by Ordinance #2497, and (b) provision that no water lines or fire hydrants shall be installed within the City limits after the effective date of this ordinance unless in compliance with the provisions of Ordinance #2497.
