 AN ORDINANCE AMENDING THE STANDARDS SET FORTH IN THE UNIFORM

 FIRE CODE, AS ADOPTED BY THE CITY OF GRAND JUNCTION

 AND ESTABLISHED BY ORDINANCE 2627, PROHIBITING THE USE

 OF DEAD-END LINES TO SUPPLY FIRE HYDRANTS

 

 

RECITALS.

 

The practice of discouraging the use of dead-end water supply lines to feed fire hydrants was historically based on the desire to construct a redundant fire supply system. Redundancy of fire flow was to be achieved by feeding hydrants from two different directions. A redundant or looped system provided the most reliable means of assuring a constant supply of water for fire fighting operations.

 

The physical demands placed on a water supply system during fire fighting operations raises concerns for the continued viability of the supply lines, as the demands are much greater than those imposed by routine domestic needs. Pressure fluctuations from drawing water for fire fighting purposes increased the probability of supply interruption.

 

An evaluation of the methods and materials used in the construction of water systems revealed that the lines constructed today are more reliable than those built when the practice of redundancy was established. While looping, or redundant supply, is preferred, the requirement that all hydrants be supplied from two directions shall be evaluated according to fire flow, type of construction and other factors.

 

When it is impracticable to supply a hydrant by means of a looped or redundant supply, the Fire Chief shall make a determination as to whether a structure or structures can be reasonably protected from fire without the benefit of a looped system.

 

 

 NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND JUNCTION:

 

Section 12-29 (b) of the Grand Junction Code of Ordinances adopting Section 10.301 (c) of the 1988 Uniform Fire Code is amended by adding subparagraph (4)

 

 4.  The Fire Chief or his designee may allow fire hydrants to be fed by less than a looped water line when the permittee can demonstrate to the satisfaction of the Fire Chief that a looped system is not practicable. To the extent Article III, Title 31 of the Grand Junction Code of Ordinances is inconsistent herewith, such inconsistent provisions are hereby repealed.
