AMENDING SECTION 4-3-4 AND CHAPTER 12
OF THE ZONING AND DEVELOPMENT CODE
IMPOUND LOTS
Recitals.
This text amendment is proposed for the purpose of clarifying regulations regarding the establishment of impound lots by creating a definition and permitting impound lots to be located in certain zone districts.
The Grand Junction Planning Commission at its August 6, 1996 hearing recommended approval of the text amendment.
The City Council has duly considered the matter and the recommendation of the Planning Commission and finds that the amendments to the Zoning and Development Code are appropriate.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAND JUNCTION:
1. Amend Section 4-3-4 as follows:
Add the use "Impound Lot" to the use/zone matrix within the "Industrial Storage-Outside" category and establish the use as "allowed" (symbol "A") in the C-2, I-1 & I-2 zone districts and as a "special use" (symbol "S") in the PZ zone district.
2. Add the following to Chapter 12 to read:
Impound Lot: A lot for the temporary storage of vehicles for a period not to exceed that permitted in 42-4-1806 C.R.S. in which no vehicle dismantling or repair work occurs."
3. Amend the definition of "Junkyard" in Chapter 12 to read as follows:
Junkyard: A yard, lot, or other place, covered or uncovered, indoors or in an enclosed building, for the storage, keeping, sale, or abandonment of junk, including scrap metals or other scrap materials, or for the abandonment, dismantling, or demolition of automobiles or other vehicles or machinery, or parts thereof. The term "junkyard" shall not include the storage of agricultural vehicles on agriculturally-used property or to those facilities qualifying as a motor vehicle repair facility. The term "junkyard" shall include wrecking yard and salvage yard.
